CLASSIFICATION: Confidential Litigation Support Specialist (Paralegal) GS 9/10
I. INTRODUCTION
The Women and Fair Practices Department reports to the National Vice President For Women and Fair Practices and provides guidance, assistance, and services of an EEO nature to the National Human Rights Committee, composed of the National Fair Practices Affirmative Action Coordinators (NFPAACs) and National Women’s Advisory Coordinators (NWACs); District National Vice-Presidents, Council Presidents, and Local Presidents related to member issues.
The Women and Fair Practices Department provides legal representation, counsel, and assistance in the areas of equal employment opportunity (e.g. civil, human, women and workers’ rights) with particular emphasis on the enforcement of such rights in administrative proceedings before EEOC, the Merit Systems Protection Board, arbitrators, and other administrative tribunals and Federal Courts. The Department also provides services in the areas of equal employment opportunities and civil rights to a variety of programs activities.
II. DUTIES AND RESPONSIBILITIES
- Performs various duties as assigned by the Supervisory Attorney and National Vice President for the Women and Fair Practices Department.
- Types memoranda, letters, reports, briefs, correspondence and other documents into final.
- Independently arrange, coordinate, and attend meetings, conferences and trainings as needed, which may require travel.
- Performs litigation support tasks, including but not limited to detailed review and analysis of case materials for cases received as part of a request for representation received, assist with discovery productions, analysis of appeal standards and other case related matters. Providing analysis on appealing unfavorable decisions to higher levels of the administrative process.
- Performs EEO related research using Westlaw, Cyberfeds, EEOC Federal Sector Decisions and other relevant research tools. Proofreads and edits deliverable products with relevant case citations.
- Assemble correspondence, enclose appropriate material, make distributions and maintain files or designates disposition thereof.
- Drafts documents for accomplishing litigation support assignments, including but not limited to intake memos, drafting discovery requests and assisting in discovery production.
- Assists in pre-hearing/pre-trial preparations including the scheduling of witnesses and the preparation of hearing exhibits. Completes detailed indexing of case files and prepares hearing documents and trial binders.
- Assists with the development of educational materials for the Federation on matters involving civil, human, women’s and workers’ rights.
- Assists with creating training materials on the administrative complaint process, the substantive law, and appropriate remedies in civil, human, women’s and workers’ rights actions.
- Assists with the developing and updating instruction manuals, articles, pamphlets, posters, newsletters and other departmental materials on civil, human, women’s and workers’ rights issues.
- This position requires knowledge of legal procedures and experience in legal activities of the Fair Practices Department.
- The position will require the incumbent to independently confront new issues and problems and to creatively apply knowledge, analysis, and problem-solving abilities. Exceptional oral, written, and interpersonal skills are required.
- Perform confidential secretarial and administrative duties, as required.
- Travel is required, and extended work hours may be required on occasion.
III. WORK ENVIRONMENT
This job operates in a professional environment, working to establish Federation and Departmental goals. The incumbent will routinely use standard office equipment such as computers, fax machines, scanners, and phones. Long hours are periodically required. The employee will periodically be required to do some lifting and/or move items over 10 pounds.
IV. QUALIFICATIONS
- Must be lawfully eligible to work in the United States.
- Associate degree or bachelor's degree, and post-degree certificate from an American Bar Association (ABA)-approved program
- Must know Personnel and EEO laws, the collective bargaining process, the administrative complaint and appeals process.
- Must have a demonstrated commitment to civil, human, women and workers’ rights on policy issues.
- Must have an interest and loyalty to the American labor movement.
V. CONTROLS OVER WORK
The incumbent of this position works under the day-to-day supervision of the Supervisory Attorney and under the general supervision of the National Vice President. The Supervisory Attorney assigns work, issues instructions and provides guidance, assigns priorities, evaluates performance, approves travel, leave, issues commendations, and administers discipline when warranted. Incumbent is expected to work independently and innovatively through all assignments, including those that involve new, precedent-setting, novel, and unusually difficult issues.

VII. COMPENSATION
The salary range for this position is GS-9/10 ($72,593.43 – $104,357.12).
