Assistant Director, Development and Operations 
Data and Analytics Department
Location:
Washington, DC – Headquarters 
Management Grade 7 
Salary Range:
$131,154 – $176,570

This position in the Data & Analytics Department is responsible for the direct management of the development team and for coordinating technical workflows across other departmental teams with a focus on applications, data management, process development, and task tracking. The incumbent will report to the Director and Associate Director and will work closely with all other departmental managers in the execution of duties.

Primary Responsibilities: 

  • Manage external contracts for systems maintenance and development work.
  • Manage development of and workflow for membership transmittal technical process in close consultation with the Membership Systems team.
  • Manages staff to provide statistical reports on membership transmittals to ensure quality control.
  • Manages and support the AFSCME Electronic CARD Application.
  • Develops custom solutions to respond to technical needs for meetings and events as directed.
  • Oversees production of reports and lists from the legacy systems as required by end users.
  • Supervises development staff and coordinates ad hoc data requests across teams to maximize the efficiency and productivity of departmental database analysts to avoid duplicative efforts.
  • Oversee Enterprise membership system, Minimum Dues, Benefits, Per-Capita Tax, STAT, CMS, CommLink and other legacy applications, including systems maintenance, upgrades and development of replacement systems as necessary.
  • Manages business analysis of International Union functions to develop requirements for new and upgraded applications.
  • Documents processes and code base then recommends efficiencies therein.
  • Develops and disseminates annual development work plans in consultation with the Director and Associate Director.
  • Participates in interdepartmental workgroups and meetings to provide technical resources.
  • Manages and populates task tracking systems for departmental and team functions.
  • Performs other duties as required.

Requirements: 
Education and Experience
Graduation from an accredited four year college or university with course work in a related field and a minimum of seven (7) years of related work experience or any equivalent combination of education and experience which provides the following knowledge, skills, and abilities: 

Skill Requirements: 

  • Strong commitment to the labor movement, the union and its mission.
  • Strong interpersonal and communication skills including the ability to communicate technical subjects to non–technical individuals.
  • Thorough experience with development processes and project management.
  • An understanding of the union’s priorities and requirements in the area of applications development and data management.
  • Prior experience with large scale development projects.
  • Demonstrated experience in managing staff teams.
  • Experience with Microsoft SQL Server, Java, Jira, UnionWare, and other off the shelf systems used by AFSCME is a plus. 
  • Ability to manage several tasks/projects concurrently, prioritize work effectively and work under pressure.

Travel & Work hours 

  • Travel and extended work hours, including evenings and weekends, may be required. 
  • A valid driver's license is required.
