Salary Range: $102,857 – $154,291
The Senior Workplace Technology Policy Advocate advocates for AFSCME federal policy priorities at executive branch departments and agencies and performs a wide variety of analyses involving workplace technology issues and legislation at the federal, state and local levels. Incumbent also advocates for AFSCME policy priorities and performs a wide variety of analyses involving state and local revenue issues. Incumbent evaluates and identifies potential short- and long-range initiatives and the impact on member interests of proposed policy changes.
Duties:
- Serves as an expert in assigned AFSCME issue areas of responsibility, including primarily workplace technology policy, such as artificial intelligence, secondarily state and local revenue policy, and other sectors and issues as assigned.
- Advises and provides advanced technical assistance to AFSCME and affiliate union leaders and staff; federal, state, and local officials; and allied labor and community organizations.
- Develops, recommends and advocates for federal, state and local policy strategies and policy options that further the interests of AFSCME members.
- Serves as primary advocate for regulatory and related priorities to promote the interests of AFSCME members at federal executive branch departments and agencies by engaging with federal executive branch officials and staff; preparing comments for submission in response to proposed regulations and related federal agency solicitations; and engaging in other policy making meetings and activities as appropriate.
- Conducts and oversees in-depth quantitative and qualitative research.
- Advises AFSCME and affiliate union leaders and staff about new federal laws, regulations and related matters by preparing written reports, fact sheets, content for distribution through AFSCME social media and other communications channels and other materials; conducting presentations at webinars, trainings, conferences and other live events; and serving as a panelist at external conferences and other events.
- Advises AFSCME affiliate union leaders and staff on state and local legislation, laws, regulations and similar matters by providing analyses, conducting research, developing proposed legislation or amendments and producing reports and other materials.
- Provides oral or written testimony in federal, state, and local legislative or regulatory hearings or similar forums, at the request of AFSCME affiliates.
- Works in collaboration with other AFSCME departments as appropriate, including identifying crosscutting issues and projects.
- Serves as an advisor to department staff engaged in contract negotiations or other advocacy with AFSCME members’ employers on relevant policy issues; consults those same department staff in the development and analysis of policy solutions.
- Serves as primary representative for AFSCME members’ interests in contact with federal, state and local officials and staff, coalitions with other national unions and allied organizations, at conferences and similar events, as a member of advisory bodies and in similar capacities as appropriate.
- Provides direct assistance to affiliate unions in area(s) of concentration to conduct fact finding assignments, provides in-depth analyses of state and local legislative initiatives and recommends policy options; writes testimony, develops strategies and issue campaigns; analyzes and promotes job standards. Works with affiliate unions to implement assistance offered.
- Works with various coalitions and maintains partnerships with various community, religious and labor groups.
- Works in the field on organizing and political campaigns, sometimes for extended periods.
- Performs other duties as assigned.
Requirements:
Education and Experience
Graduation from an accredited four-year college or university, with major course work in economics, public policy or public administration and a minimum of seven (7) years of relevant and progressively responsible experience or any equivalent combination of education and experience which provides the knowledge, skills, and abilities.
Skills Requirements:
- Extensive knowledge of workplace technology policy issues such as artificial intelligence; and procedures and processes governing federal, state and local governments.
- Knowledge of state and local revenue policy issues.
- Knowledge of unions and their internal and external working relationships.
- Extensive knowledge and familiarity with the various interest groups involved in relevant policy issues.
- Ability to propose new programs or resource materials, including outlining program strategies.
- Ability to establish and maintain effective working relationships with AFSCME officials, councils, affiliates, the public and established partnerships.
- Capable of relaying complex technical concepts to a variety of audiences, including excellent writing, representational and public communication skills.
- Ability to represent AFSCME effectively and efficiently at a high level when handling complex, sensitive, political, and technical issues in politically sensitive environments.
- Ability to work independently on projects and complex tasks.
Travel & Work hours
- Extended work hours to include weekends and travel are required.
