Pennsylvania Public Employees Council 13, AFSCME, AFL-CIO (Council 13) is the largest public employees union in the Commonwealth of Pennsylvania. The Council was established in 1973 to improve wages, benefits, and working conditions for public and private non-profit Pennsylvania employees – those who protect and serve the citizens of the commonwealth.

Council 13 represents more than 35,000 members who are employed at the state, county, township, borough, and city level, and in health care and social service facilities throughout Pennsylvania. Council 13, and its affiliated local unions, provide its members with resources and services in the area of representation, collective bargaining, organizing, political, legislative and education to ensure their respect and dignity in the workplace.

Primary Role
Manages and directs activities, staff and projects within the Business Office. Responsible for accounts payable, accounts receivables, general ledger, organizational budget, payroll, travel and expense disbursements, per capita, cost controls and oversight of external auditing.

Work extends to all financial reporting and updates in accounting procedures via automation. Determines and directs or assists in the design and implementation of new systems of financial recording and reporting.

Provides account management support to affiliated political and legislative committees and benefit funds.

Primary Responsibilities

  • Directs, implements, and provides oversight of the Union’s policies and programs in the areas of accounting, finance, and recordkeeping, including the AFSCME International Constitution, AFSCME Financial Standards Code and governmentally mandated reporting requirements.
  • Advises the Executive Director on accounting and financial matters and makes recommendations for changes to or improvement of policies, controls, procedures and practices in those areas.
  • Responsible for and directs the preparation of financial reports for the Council 13 Executive Board, Officers, and affiliates.
  • Responsible for the preparation and timely filing of regulatory reports with the DOL, IRS, Commonwealth of Pennsylvania and other governmental agencies.
  • Responsible for and oversees the use of all accounting and related systems involved with financial and regulatory reporting, accounting controls and processes.
  • Follows GAAP and standard auditing practices, understands industry trends and ensures the Union’s compliance.
  • Manages the annual audit of the Council’s financial records.
  • Oversees and makes recommendations on hiring and promotions for the Business Office.
  • Coaches and advises management and supervisor level staff to develop effective supervisory skills and in growing, mentoring and retaining highly effective staff.

Education and Experience
Graduation from an accredited college with a 4-year degree in Accounting. At least 3 years of experience at a Director level or a minimum of 5 years in the management of a large labor organization, or accounting and/or auditing operation. CPA certificate or advanced degree in accounting, finance or business administration is desirable.
