Salary Range: $68,640.00/ year to $92,019.00/ year
Work Arrangements: Hybrid (baseline is three days in office and two days remote) Must be able to travel, locally and statewide.

Job Summary:
To support the culture of continuous learning within UDW, the Training and Development Specialist will be responsible for creating and implementing effective training programs that enhance the knowledge and skills of employees and members. This includes managing and overseeing all training needs, including schedule management, product compliance, and development programs, and assuming a critical role in LMS governance. The Specialist will also be responsible for day-to-day LMS administration and troubleshooting, while continuously creating and delivering training resources and help guides. Ultimately, this role will contribute to UDW’s success by enhancing employees’ and members’ performance through effective training and development programs.

Training & Development Duties and Responsibilities: (80% of the role)

  • Analyze, design, develop, implement, and evaluate training and development needs and programs that enhance the knowledge and skills of employees and members.
  • Evaluates and modify existing or proposed programs; suggest and implement suitable changes.
  • Researches and identifies areas where training is required and/or beneficial. Identifies problems and opportunities, such as operational changes or industry developments, that training could improve.
  • Creates, organizes, plans, and presents various forms of onboarding, orientation, management, and Technical and soft skills training for employees and contractors.
  • Develops and facilitates unique and effective training programs, sessions, and modules to fulfill employees’ and members’ needs to maintain or improve job and or knowledge skills.
  • Develop and build out training content within our learning management systems.
  • Creates and/or acquires training procedure manuals, guides, and course materials.
  • Presents training and development programs using various forms and formats, including group discussions, lectures, simulations, and videos.
  • Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
  • Ensures compliance with mandatory training (such as anti-harassment, security, and safety).
  • Identified opportunities to centralize, improve and report on training.
  • Maintains knowledge of new methods and techniques for training and development, and training requirements applicable to the organization and/or industry.
  • Provides recommendations on training budget; maintains records and reports of expenses.
  • Develop and maintain training schedule for new offerings, compliance requirements, product releases, product updates or quality issues; publish to applicable attendees.
  • Notify departments of completed certifications or failed assessments.
  • Maintain and develop a library of recorded training events to support refresher training.
  • Maintain and develop a technology library of training for the organization’s product training offerings.
  • Ensure that training manuals are maintained and kept fully up to date based on current technical/product information.
  • Work with subject matter experts to develop product, department, and technical training.
  • Conducts or facilitates required and recommended training sessions.
  • Collaborates with outside consultants and training providers to deliver training.
  • Ensures training milestones and goals are met while adhering to the approved training budget.
  • Facilitates training delivery by reserving and setting up needed audiovisual equipment and training rooms; scheduling training times with attendees; preparing and distributing training aids such as handouts and materials.
  • Support UDW’s Constitution initiatives and guidance in relation to organizational development and training.
  • Engage with cross-functional experts, incorporating knowledge and expertise into regional work and growth plans.
  • Provide administrative and performance reports to the Director as required.
  • Manages and leads high-level escalation issues or cases involving organizational initiatives and projects to promote quality culture and drive the quality improvement process for service.
  • Ensures timely closure of escalation issues and cases; and escalates or reports them to senior management when necessary.
  • Assist with department projects and perform other duties as assigned, which are reasonably within the scope of work in this job classification.
  • Recommends training programs for union and county labor relations policies and proper practices in handling grievances and other areas of labor-management relations.
  • Create presentations using organization brand assets with Canva and in-design
  • Create and maintain presentation materials and documents (e.g., PowerPoint, Google Suites, Canva)
  • Develop educational materials and one-pagers for distribution
  • Required electoral work during election seasons as needed.

Learning Management System (LMS) Administrator Responsibilities: (20% of the role)

  • Fully understands LMS capabilities with breadth and depth and maintains the LMS and all supporting tools, content, and technologies.
  • Maintains security roles, user accounts, training assignments, groups, and all system notifications.
  • Manages the testing and evaluating of new enhancements and tools that integrate with the LMS; keeps the team informed; manages release/patch calendar.
  • Proactively seeks to understand how new updates could benefit future development and how changes to the platform may affect current processes.
  • Creates systems and workflows to ensure all course resources are properly set up and available.
  • Develops, builds, and maintains all elements related to LMS functionality, including but not limited to content integration and creation, curriculum programs, and LMS structure.
  • Provides help resources and training guides, including instructional videos, how-to guides, and FAQs related to using the LMS and instructional technology, and documents relevant data about each external learning tool in a central repository.
  • Ensures training content is always running properly without interruption, quality degradation, and without experiencing any avoidable technical issues that could diminish the overall user experience.
  • Collaborates with the Talent Development team to translate Operational rollouts and procedures into compelling training material (video, e-learning courses, etc.);
  • Uses technical writing skills to develop curricula and instructional materials, including posters, documentation, manuals, job aids, quick-reference guides, and other blended learning formats by following course naming guidelines, and content maintenance policies and schedules.
  • Maintains and supports all e-learning assets on the LMS; Reviews all training material deployed through the LMS regularly.
  • Provides frontline end-user troubleshooting, escalates LMS technical issues, monitors reoccurring issues, system/data or process gaps, and proactively identifies potential sources.
  • Develops reports that are concise, intuitive, and actionable for organizational usage, completion, satisfaction, and other critical learning and content metrics.

Preferred Qualifications, Education, and/or Experience:

  • Bachelor’s or master’s degree or equivalent experience in training & development, business administration, instructional design, adult education, human resources management or a related field.
  • 3-6 years of training and development, corporate training experience.
  • Previous experience (3-6+ years) in administering a Learning Management System; (Blackboard LMS experience preferred)
  • Excellent analytical and strategic skills to build comprehensive strategies and plans to support various diverse demographic groups.
  • Excellent communication, verbal and written communication, presentations, and public speaking skills
  • Strong presentation skills.
  • Experience creating content/training modules from scratch.
  • Adept with a variety of multimedia training platforms and methods.
  • Extremely proficient with Microsoft Office Suite and related program software.
  • Considerable knowledge of principles of employee development and professional growth, and training program design and presentation.
  • Effective troubleshooting and critical thinking skills.
  • Project and time-management skills.
  • Ability to work and achieve results with minimal direction
  • Experience managing technical training/certification training.
  • Experience with Learning Management Systems (LMS), Blackboard highly preferred.
  • Previous technical experience developing, deploying and supporting courses
  • Working knowledge of the Adobe Creative Suite (e.g., InDesign, Illustrator, Photoshop), as well as strong PowerPoint and MS Office Word skills; HTML highly desired.
  • Excellent interpersonal, written and oral communication skills and service-oriented philosophy.
  • Experience working with team members remotely, using phone, email and online collaboration tools effectively.
