Director of Collective Bargaining

This is an exempt, full-time position (37.5-hour work week) with office assignment at the Headquarters of the International Association of Fire Fighters in Washington D.C. Position Summary:
Responsible for managing the personnel and daily operations of the Collective Bargaining Department. This role involves overseeing the planning, development, execution, and delivery of programs and services related to municipal financial analysis, wage comparisons, retirement and healthcare benefit analysis, and other key areas pertinent to collective bargaining, including contract language.

Responsibilities:
Evaluate department workloads and workflows to optimize support based on staff capabilities.

  • Oversee the department budget and manage contracts with third - party experts.
  • Formulate policies and position papers to support the IAFF, the division, and the department.
  • Supervise external contractors on department programs, verify, and approve their expense reports.
  • Innovate, plan, implement strategies for process improvement to enhance departmental programs.
  • Review staff outputs for quality and content.
  • Identify, develop, implement, and oversee training for new and existing employees.
  • Create and deliver educational presentations for IAFF conferences.
  • Provide advice and guidance to membership on labor related issues.
  • Performs additional duties as needed to support the organization, division, department, and mission.

  • Strong oral and written communication skills.
  • Exceptional interpersonal abilities.
  • Strong mathematical and statistical skills.
  • Proficient in managing multiple projects simultaneously , including planning, organizing, development, and implementation.
  • Skilled in delegating tasks efficiently and providing appropriate oversight.
  • Knowledgeable in municipal finance, collective bargaining agreements, FMLA, and FLSA.
  • Knowledgeable in healthcare benefits.
  • Knowledgeable in defined benefit and defined contribution pension plans in the public and private sectors.
  • Familiar with the collective bargaining process.
  • Well versed in labor laws in both U.S. and Canada.

Qualifications:

  • Bachelor’s degree from an accredited college or university; or over 15 years of experience in labor union management and negotiations.
  • A minimum of 5 years of pro - labor experience in the labor and employment relations field.
