NATURE OF WORK:
The Northern California Electrical Construction Industry (NCECI), a labor-management cooperative trust, was established in 1998 to assist the state, federal, and local governments with the enforcement of public works, prevailing wages, and Davis-Bacon laws. In an effort to maintain a "fair and level playing field" for the electrical construction industry NCECI aggressively works to combat the unfair and damaging contracting practices, and we ensure a better and more productive standards for wage rates on public construction projects. NCECI provides valuable assistance to workers, contractors, public agencies, developers, taxpayers, and the public to promote compliance of public contracts, public works laws, Davis-Bacon and prevailing wage laws.

Under the direction of the Executive Director, the Labor Compliance Specialist primary focus is to create and maintain a high profile with governmental awarding agencies and bidding contractors regarding enforcement of prevailing wage and other related labor regulations. Enforces municipal, state, and federal laws and regulations related to public works, public contract code, business and professions code, government code, OSHA, and the penal code. Conduct investigative audits of employer payroll records.

The Labor Compliance Specialist reports directly to the Office Manager and the Executive Director of the Northern California Electrical Construction Industry - LMCT, the incumbent takes the responsibility for gathering and analyzing data; creating research reports on contractors and awarding agencies, not in conformance with the State and Federal laws and regulations; enforce public works laws, public contract code, apprenticeship laws, and prevailing wage laws. Specifically, the incumbent serves as a professional staff member responsible for developing and analyzing the data, and other necessary information to assist the Compliance Officers with effective labor compliance enforcement efforts. The incumbent will also work with the Executive Director formulating new research methods and reviewing past methods and practices; recommend and help implement research solutions to improve the effectiveness of the program and compliance staff’s regulatory efforts.

The incumbent will assume a proactive role in the timely and accurate production of reports and written analyses on research as required by the Executive Director. The required reports include but are not limited to; workforce analysis, apprentice analysis, contractor bidding analysis, contractor certification, Awarding Agency ordinance research, program effectiveness / analysis, bid analysis, newsletter / social media updates, and market share analysis. Upon request, the incumbent will also perform analyses of relevant labor market trends and information, developing statistical data to be used by local awarding agencies and contractors.

The incumbent will develop, maintain and enhance integrated systems pertaining to the collection, analysis, reporting, presentation, and tracking of data, research and records. Advise the Executive Director about appropriate data analysis methods, trends, and procedures for accurately collecting data and maintaining its integrity.

The Labor Compliance Specialist will also work proactively with the state, federal, and local governments in an effort to promote industry friendly agreements, laws and ordinances such as Project Labor Agreements, Pre-Qualification language, Enhanced Electrical Safety language and other agreements that benefit the electrical industry.

The Labor Compliance Specialist may also be subject to direction and assignment of other initiatives and projects by the Executive Director.

QUALIFICATIONS:

  • Ability to work independently and understand, analyze, and interpret complex data, written material, and computer-generated information while maintaining the overall process viewpoint; effectively communicate the results to a variety of personnel at various levels.
  • Problem-solving skill in analyzing unique problems, ability to make sound and independent decisions; develop novel approaches for resolution.
  • Skilled in writing analytical and technical reports and ability to present research findings in written, verbal, and electronic formats that can be understood clearly by technical and non-technical audiences.
  • Broad technical skills and expertise with data management software including Access, Excel, SPSS, and other comparable software to organize, analyze, and present data.
  • Knowledge of the following concepts: database integrity, recovery, and query optimization and ability to translate data from different sources across software formats.
  • Ability to work with and communicate effectively with the public, contractors, developers, politicians, construction workers, and co-workers with courtesy, fairness, poise, and tact, including dealing with situations which could be emotionally charged or controversial in nature.
  • Ability to work in a rapid-paced environment to handle multiple tasks, and to meet deadlines.
  • Ability to learn and apply technical information and procedures.
  • Ability to analyze situations accurately and adopt an effective course of action.
  • Ability to plan projects and organize time and work with minimal supervision.
  • Skilled in analyzing and monitoring workforce data.

MINIMUM QUALIFICATIONS:
Graduation from college with an Associate Degree (Bachelor’s Degree preferred), or graduation from an accredited technical academy/school with courses in construction technology, building department law, plans and specifications, construction auditing, administration, labor studies, or related areas, and three years of experience as a building inspector, labor compliance officer, construction manager, Investigator, union representative; OR an equivalent combination of education and experience. Must possess a valid California State driver's license or have the ability to obtain prior to employment.
