The Training & Grants Department is one of several departments at the International Headquarters that provides assistance to our local unions and other Teamster affiliates through educational programs and materials. Through grant funding from the National Institute of Environmental Health Sciences, the IBT has provided safety and health training to Teamster members for the past 30 years. The grant funding allows Training & Grants to do outreach, develop Teamsters worker instructors, curriculum development, and provide safety and health courses in-person, virtually, and self-paced. The IBT provides education, research, and resources to divisions and conferences, and locals on upcoming grants.

Position Summary:
We are seeking a Program Manager to be responsible for the overall management of our grant process. Based in Washington, DC, this position operates full-time and in-person from the union’s headquarters with some limited travel (approximately 15%) required.

Duties and Responsibilities:

  • Ensures the Training Programs meet criteria as outlined in the Grant Awards, Manuals and the Minimum Criteria Documents of all grants.
  • Coordinates and manages the work of the Program staff, field staff, and Training Centers to ensure the goals of the program are accomplished.
  • Attends all Grant meetings, required internal and external meetings, and Departmental meetings.
  • Oversees program evaluation to ensure quality and consistency in training.
  • Manages the development of grant proposals, progress reports, and other appropriate reports, as needed.
  • Develops the program budget in conjunction with Financial Manager to ensure appropriate funds are allocated to achieve goals of the program.
  • Works with all IBT staff, Local Teamster Union Halls, Trade Divisions, contractors, Training Centers, and all levels to determine training needs and job opportunities for trainees.
  • Performs final review and approval of grant expenditures to ensure only allowable costs are reimbursed.
  • Reviews and approves Travel Authorizations to ensure funds are spent appropriately.
  • Manages the preparation of Training Center contracts and amendments to the contract.
  • Researches and identifies new grant funding opportunities for the International Brotherhood of Teamsters.
  • Manages the development of new grant proposals.
  • Manages the development of new grant budgets.
  • Attends meetings related to new funding initiatives on behalf of IBT Training & Grants in conjunction with Director and Assistant Director.
  • Coordinates grant reports, meetings, and other grant activities.

Education and Experience:

  • Bachelor’s degree from an accredited college or university required.
  • Master’s degree preferred.
  • Three to five years’ progressive management experience required.
  • Knowledge of adult education and other teaching techniques.
  • Knowledge of grant guidelines, Minimum Criteria Document, and other appropriate government publications related to grants required.
  • Experience in the development and writing of grant proposals.
  • Knowledge of Microsoft Office suite products (Word, Excel, Outlook) required.
  • Strong organizational, writing, financial, and communication skills.

Starting salary range is $90,000 - $120,000, dependent on experience, with a strong benefits package including FICA reimbursement, 100% employer-paid health and welfare plan, union pension, 401(k), FSA, and vacation and sick leave.
