Union Representative

AFSCME District Council 57 currently has one Union Representative positions open covering the Peninsula area. Our Council covers over 35,000 members in 27 local unions throughout California in the northern, central region and state civil service. Union Representatives are the field staff at Council 57 who work directly with local unions.

Job Description:
The Union Representative position works for the Council and provides a full range of support to members in their assigned areas (Locals and/or Chapters). This includes internal organizing and membership building; and when required, assisting on external organizing campaigns; union representation, such as handling of grievances and/or disciplines through the arbitration level; acting as the Chief Negotiator in contract negotiations; assisting, recruiting, developing, training, and mentoring the elected leadership of Local Unions; appearing before governmental Councils, Boards and Commissions; working with coalitions and other labor and social justice organizations; participating in political action; and developing internal communications programs. Union Representatives are professional positions requiring the ability to operate independently with minimal supervision in a variety of situations requiring the exercise of independent judgment.

Examples of Job Duties:
The following examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification. The duties and responsibilities required of this position include, but are not limited to, those listed below:

  • Serve as the Chief Negotiator or assist in contract negotiations, including developing proposals,
  • costing of contract proposals, planning, and implementing contract campaigns including public actions up to and including strikes, training bargaining teams, and negotiations.
  • Contract enforcement, through training and assisting stewards and officers in representation work,
  • including grievances and disciplinary appeals up to and including arbitrations.
  • Building union strength by increasing union membership, PEOPLE membership, and accurately and
  • regularly maintaining membership maps and lists.
  • Leadership development in all aspects of the Union
  • Work with administrative staff to create flyers, leaflets, and other materials for campaigns and/or
  • distribution.
  • Provide training and assistance in the administration of local unions.
  • Assist leaders in the creation of local union newsletters and other communications, including social media.
  • Work with leaders in the development and implementation of worksite issue campaigns.
  • Train and assist leaders in the development of political and legislative action programs, including assessing potential candidates for office, recruiting and training member political activists and lobbying elected officials.
  • Assist and train leaders to build stronger locals through internal organizing, and external organizing campaigns.
  • Help to increase membership involvement in all facets of their Union.
  • Other related duties as required.

Requirements

  • Three or more years of related work experience.
  • Extensive knowledge of labor unions, labor laws and labor relations issues in
  • both the public and private sector.
  • Ability to establish rapport with and organize members in widely diversified ethnic, social, and economic groups.
  • Experience in advocacy and leadership development.
  • Proven effectiveness in working with local union activists.
  • Effective written and verbal communication skills.
  • Quick learner, possessing strong interest and working knowledge of labor rights and contract language.
  • Extensive project management experience in a high-stress environment.
  • Research and analytical skills necessary to assess and plan effective projects.
  • Ability to deal with conflicting and changing priorities.
  • Ability to exercise excellent judgement in a highly political atmosphere.
  • Experienced in the use of most widely used computer programs, familiar with
  • Desktop publishing and social media.
  • Valid California driver's license.
  • Ability and desire to participate in all Council-wide activities.

Salary and Benefits:
The current salary range is $102,466 - $146,910 based on qualifications and experience. Generous benefits and inclusion in the AFSCME International pension program.
