Human Resources Manager
Based in Forestville, MD
With over 15,000 members and retirees, ATU Local 689 is the recognized voice for transit workers in and around the nation's capital. We represent public and private sector transit workers at over a dozen different employers.
Leadership seeks to bring on a human resources and office management professional that can help our organization meet the growing needs of our expanded membership and staff. This position offers the right person an outstanding opportunity to play a strong supporting role in a dynamic organization.
This position is based at our union headquarters located in Forestville, MD, just outside of Washington, D.C. | Shift: Monday – Friday, 8:30AM – 5:00PM
Essential Duties, Responsibilities & Typical Activities
Office Management
- Supporting company operations by establishing standards and procedures to maintain office systems (e.g. work processes, shared organizational calendars, authorizations and approvals, etc.), measuring results, and making necessary future adjustments.
- Supervising the support staff in the performance of their duties.
- Achieving financial objectives by preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions.
- Planning and organizing the office to ensure that everything runs smoothly. Establishing a structure of duties to meet the organization’s objectives.
- Organizing Local 689 events, at and away from the Union Hall.
- Assisting with Executive Board Meeting & Union Meeting agendas and materials.
Human Resources
Working in conjunction with the General Counsel to perform the following duties:
- Amending and enforcing the Employee Handbook.
- Handling any investigations of employee misconduct and administering discipline.
- Fostering a safe work environment by ensuring compliance with all applicable labor and safety laws, rules, and regulations.
- Maintaining up to date staff information by entering and updating employment and status-change data in union files, payroll systems, databases, and records.
- Providing accurate payroll information by collecting time, leave, and attendance records. Processing payroll weekly. Correcting any discrepancies or errors in a timely manner.
- Managing compensation and benefits package information. Ensuring that all employees are provided their available benefits in a timely manner.
- Identifying staffing and hiring needs, finding qualified candidates, and screening applicants to assess their experience, education, and skills. Onboarding and orienting new staff and supporting continuing professional development.
- Maintaining employee confidence and protecting operations by keeping human resource information confidential.
- Ensuring the high quality performance of all staff at serving the needs of Local 689’s membership through periodic performance reviews.
- Promoting a work culture that supports Local 689’s mission and values.
- Other duties as assigned.
Qualification & Requirements
- Demonstrated work experience in human resources and office management.
- Demonstrated commitment to and understanding of the labor movement.
- Understanding of organizational finances and budgeting.
- Ability to carry out multiple large projects simultaneously with limited supervision in line with pre-established union policies and interests.
- Ability to communicate and collaborate with colleagues effectively.
- Ability to use common modern word processing, calendar, spreadsheet, and presentation softwares.
- Fast learner with an ability to adapt to new technology.
- Ability to seek out and recommend innovative ways to tackle work problems.
- Excellent written and verbal communications.
- Willingness to work extended hours as needed to complete projects and support other union activities as requested.
Suggested Education & Experience
- Bachelor’s degree and/or work equivalent
- One year of administrative support experience
- Microsoft Suite experience
- Scheduling experience
- Spreadsheet experience
Wages & Benefits
- Salary will be between $80,000 to $110,000 based on experience.
