Research Analyst I and II
Based in Los Angeles, CA
DEFINITION:
The Research Analyst conducts a wide range of research for union campaigns and projects including but not limited to: internal and external organizing campaigns, contract bargaining, employment benefits, local and state public policy, community campaigns, basic trainings in research methods and analysis, and various programs.
POTENTIAL DUTIES:
- Develops and drives strategic research and campaign work and provides recommendations for the most effective policies or actions for the union
- Conducts industry, political and employer power analyses for strategic targeting, identifying key industry trends and developing innovative policy or regulatory strategies
- Manages the research component of all campaigns, including the ability to present findings to leaders, policy makers, campaign allies, and the media
- Monitors policy and legislative trends that may impact membership
- Develop and maintain tools and protocols for monitoring and assessing factors that affect membership, including staffing levels and employer budget trends
- Gather and/or produce data and information from multiple sources and analyze it to create reports appropriate for contract negotiations, media persuasion, staff and member education, and presentations to elected officials, public boards and commissions.
- Leads research presentations for members and staff including budget analysis, industry-wide wage and benefit comparisons and cost analysis for contract bargaining
- Analyzes the financial and compliance records of public and publicly-funded private agencies.
- Works in coalition with outside researchers and policy staff
- Walks door-to-door, telephones or lobbies voters and/or elected officials about candidates and issues consistent with Local 99’s electoral and legislative program
- Moves the agenda and programs of SEIU, including participating in rallies and other activities supported or hosted by the Local

SUPERVISION
Works under supervision of the Research Analyst Manager or other staff as assigned by the Local
JOB QUALIFICATIONS:
Knowledge of:
- Legal and regulatory requirements for unions
- Quantitative and qualitative research methods
- Public employee benefits including retirement, healthcare and wage standards
- Financial concepts and terms related to funding of public institutions and non-profit organizations
- Microsoft Word and Excel, Salesforce, and other computer-based research tools
Ability to:
- Utilize information from and about workers, employers, economic / financial research on companies or industries to inform and develop campaign strategies
- Analyze public policy and determine its implications for workers.
- Analyze budgets of public and private agencies and their funding streams – accounting knowledge highly desirable.
- Work independently in a competent and professional manner, implementing SEIU's overall goals and expectations.
- Create and maintain databases that synthesize, track, and allow for an analysis of diverse information sources – ability to utilize advanced Excel functions or other database skills highly desirable.
- Work with a culturally and ideologically diverse staff and membership within a labor organization.
- Write and verbally communicate at a professional level – strong writing and presentation skills are a must.
- Work under tight deadlines and in a team environment.
- Bilingual verbal and written skills desirable.
ENTRANCE QUALIFICATIONS
Education:
- Bachelor’s degree from an accredited four-year college or university and/or prior research experience
- A degree in information science, public policy/administration, social science, economics/accounting or a similar field of study is desirable
Desired Experience:
- Analyzing large public and non-profit organization budgets and staffing.
- Database design and construction involving the creative utilization and combination of multiple data sources into unique datasets.
- Analysis of public sector education and public services law and policies
OTHER REQUIREMENTS
- Commitment to progressive social change and activism
- Maintain a valid Driver’s License, current auto insurance, and reliable automobile
- Work long and irregular hours when needed to meet campaign demands.
