Position Overview:
The Government Contracts Manager supports the administration of revenue-generating contracted programs and services carried out by partners of the Resilient Strategies Network, which comprises over twenty 501(c3), 501(c4), and PAC nonprofit organizations. The Government Contracts Manager ensures that RS Partners’ multiple city, state, and federal grants and contracts are initiated, administered, and reported on in a timely, accurate, and compliant manner.

The Government Contracts Manager supports processes and tasks around initiation and review, tracking and management, and financial reporting and invoicing for all such contracts. The Government Contracts Manager is a member of the Resilient Strategies Development Team and works with staff across multiple departments and teams to serve partners in the RS Network.

Essential Responsibilities

  • Review grant agreements or contracts to ensure compliance with legal requirements relative to 501C3 and 501C4 rules governing funding requirements to meet the needs of the program
  • Support partners with the grant and contract award process, including monitoring and tracking award status, ensuring timely and accurate reporting, and addressing any issues that arise
  • Oversee the development and submission of finance reports and invoices, and ensure compliance with reporting deadlines and requirements
  • Collaborate with the partners to ensure that grant and contract-related financial reports are in alignment with approved contract and grant budgets
  • Coordinate with internal and external stakeholders to track program and financial reporting to ensure that contracts are encumbered in a timely manner and income is received and allocated accordingly.
  • Support partners on subcontracting processes and systems
  • Provide training to partners on expense tracking, invoicing, compliance, and reporting as-needed
  • Advise partners when issues of non-compliance arise and support on developing corrective action plans as needed
  • Advise staff of partners who serve as the primary point of contact for government funding to communicate with funding agencies and contractors and resolve complex issues
  • Coordinates with Finance and Income Processing teams to ensure that income and expenses are properly coded, income received and payments to third parties are issued.
  • Supports the timely and accurate payment of contract-related bills, including managing invoicing and ensuring proper documentation and coding.
  • Oversee the maintenance of contract trackers and files

Key Qualifications
As a prerequisite, the successful candidate must believe in the core values of Resilient Strategies and be committed to social justice values, including a desire to work with and support a diverse community. Beyond that, we are seeking a reliable and communicative team member who gets excited about data and reporting, and who is comfortable working both independently in spreadsheets and documents and communicating with internal and external stakeholders about projects. The ideal candidate is a proactive problem solver and has a reliable system for work planning and meeting deadlines.

Additional requirements are:

  • At least 2-3 years of experience with an enthusiasm for working with financial data and reporting: The Government Contracts Manager oversees the preparation and submission of invoices and reports for government contracts for RS Network organizations. This work requires a high level of attention to detail, understanding of salary allocations and an interest in maintaining and communicating accurate data. Experience using data information systems, preparing invoices and reports, or working with financial data in some capacity is required. The ideal candidate is excited by spreadsheets and making data accurate and accessible.
  • Confident problem solver and communicator: The ideal candidate has demonstrated success identifying and solving problems. The Government Contracts Manager will work with partners and other RS staff and must be able to communicate updates, reminders, and questions regarding contracts to stakeholders with varying levels of familiarity with contracts. A client service orientation is essential for the Government Contracts Manager to work well with RS Network organizations.
  • Strong work planning skills and reliability: The Government Contracts Manager must be able to simultaneously manage recurring deadlines and work like regular reporting and invoicing, as well as manage medium and long term projects like developing new tracking systems or conducting research. The ideal candidate is someone who almost always meets deadlines, and communicates proactively when hitting roadblocks. Experience with project management tools is a plus.
  • Experience and comfort working with Mac OS, Google Suite, and Excel.

Physical Demands

  • Able to occasionally lift objects weighing up to 10 pounds.

Employment Terms: This position is being offered as a national, full-time remote position for appropriate candidates who are able to travel to the San Francisco/Bay Area 4-5 times per year, or a hybrid position based in Oakland, CA. Offices are shared among employees.

Salary and Benefits: This position has an estimated salary range of $68,000 - $78,000. We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
