Director of Finance, Business & HR
Based in Marlborough, MA
This is a high-level senior management position responsible for conducting the day-to-day Financial, Business, and HR functions of the Union. Must be capable of exercising independent judgment on behalf of 509 at the discretion of the Treasurer.
FINANCIAL DUTIES:
- Responsible for the collection of dues and other revenues.
- Responsible for the safety of all assets of the Local.
- Reviews the appropriate categories and cost centers within the Local 509 budget.
- Preparation of the annual budget with the Finance department under the direction of the Treasurer.
- Works with the auditor, chosen by the Trustees, on the performance of the Annual Audit. Shall also work with all other government and IU auditors.
- Responsible for filing or making sure that all necessary State and Federal reports are properly prepared and presented to the President and Treasurer for their review and signatures and filed in a timely fashion.
- Ensures accurate and timely preparation and submission of Per Capita, COPE and related reports to the International Union.
- Liaison with SEIU relative to financial matters of the Local on behalf of the Treasurer.
- Ensures the accurate implementation of the electronic expensing platform for Staff and members.
- Identify and implement corrective action measures regarding problems identified by the Local’s Management team, Independent Auditors’ and SEIU. Examples include internal control and systems around the security and timeliness of deposits.
- Generates reports analyzing the financial status of Local 509. Provides reports to Trustees, Treasurer and President.
- Review and cost allocate staff expenses for auto expenditures, and all personnel and member related reimbursements. Ensure that payments are following the department of Labor, Federal and State laws, and regulations and with the current CBA and past practices of the Local.
- Review, develop, implement, and oversee daily financial policies and procedures with the President, Treasurer, and Trustees.
- Ensure that the Local’s financial and business practices follow generally Accepted Accounting and Auditing Standards through regular, ongoing oversight.
- Negotiate and maintain all non-personnel insurance policies. Ensure that the Local has adequate coverage in the areas of Union Liability, Premises, Equipment and Property, Non-owned vehicles, Umbrella coverage and Bonding.
- Manage the Local’s credit cards and record into NetSuite monthly, ensuring all transactions have appropriate documentation.
- Maintain the accounting system (NetSuite) integrity. Ensure that the Chart of Accounts, LM2 codes, Project codes, dept codes are being accurately used on all transactions within the system to ensure that financial reports can be accurately produced.
HUMAN RESOURCE DUTIES:
- Manage and oversee personnel related pay and benefit plans. Review staff payroll records with accountants to ensure accuracy.
- Administrator for the following benefits and plans: CBA related benefits, STD, LTD, Life & AD&D, 401(k), Worker’s Compensation, COBRA, PFML, and Flexible Spending Arrangement (FSA), and Health Reimbursement Account (HRA). Ensure compliance with plan requirements, and federal and state laws and regulations.
- Monitors SEIU Pension Statements for staff and provides resource information when requested.
- Conduct all orientations with new staff. Participate in exit interviews with the Local’s President.
- Maintain all personnel records of current and prior employees & perform Annual SEIU 401(k) Review.
- Communicate with companies and state agencies around staff claims. Provide documentation when required.
- Work with Local’s Chief of Staff around confidential personnel related issues. Collaborate with attorneys relative to these issues when necessary.
- Liaison for ongoing correspondence with SEIU Benefits Office. Participate in other SEIU Audits. Oversees Worker’s Compensation financial and safety audits.
- Conducts or delegates orientation/onboarding meetings with all new staff.
- When requested, conducts or delegates exit interviews with departing staff.
FACILITY DUTIES:
- Negotiate and implement building lease agreements ensuring compliance with lease terms and conditions. May include collaboration with RE brokers, attorneys, and property landlords.
- Ensures that facilities work order requests are accurate and completed with landlords.
- Maintain storage of documents and records in accordance with Record Retention guidelines and recommendations from auditors.
- Works with the procurement committee to negotiate with businesses and vendors relative to services, supplies, and equipment for the Union.
- Any other unionwide duties as assigned.
SUPERVISION RECEIVED: The Treasurer of Local 509
SUPERVISION EXERCISED: Director of Business, Finance, and HR directly supervises accountants and other staff in the Finance Department.
Qualifications:
- Degree in accounting and/or finance required. Experience in accounting and management required.
- Experience administrating NetSuite required.
- Experience in purchasing and managing technology.
- Excellent oral and written skills.
- Ability to initiate and follow through on projects independently.
- Ability to make hard and independent decisions & work well under stress.
- Ability to deal aggressively with management when necessary.
- Ability to work both independently, and as part of a team.
- Committed to the principals of the trade union movement.

Salary & Benefits:
This is a director’s position. SEIU Local 509 offers competitive salaries and a generous benefits package. The salary for this position is currently $3,848.07 bi-weekly.
