Position Description:
The Negotiations & Enforcement Department is currently seeking a Strategic Enforcement Researcher, reporting directly to the Staff Counsel. The Researcher will be responsible for supporting the Local’s work to enforce the general ban on contracting out found in Article 5 of our two largest contracts.
In our last contract fight, Local 3299 won groundbreaking new protections against the outsourcing of our bargaining unit work. We are seeking a Strategic Enforcement Researcher to lead our efforts to gather and analyze information about the University’s contracting practices, specific contracting arrangements, and the status of contract workers who may be eligible for career University employment under Article 5. The Researcher will be part of our Enforcement Department, and will coordinate closely with Local 3299’s Field and Research Departments to enforce the general ban on contracting out/Article 5, to insource contract workers and work, and to ensure that contractors are paying the wages and benefits required by Article 5.
Responsibilities include, but are not limited to:
- Drafts and files requests for information and public records requests
- Reviews and analyzes data and information regarding contracting out
- Participates in Article 5 enforcement team meetings
- Participates in labor management meetings to gather information regarding the University’s contracting practices and individual contracting arrangements
- Organizes documents and information for use by other Enforcement Department staff, and in preparation for arbitration and other enforcement litigation
- Participates in field research to gather evidence of Article 5 violations
- Helps design and execute enforcement strategy and tactics
- Produces research materials to educate members, the general public, policy makers, and the media
- Provides contract enforcement support to ensure compliance with the Union’s collective bargaining agreements
- Participates in projects to support field team, campaign actions, and political campaigns as assigned
Desired qualifications include:
- Minimum of three years of experience successfully performing union and/or social justice research
- Excellent research skills and familiarity with corporate research and/or corporate campaigns
- Familiarity with the procurement process and/or supply chain analysis
- Strong written and verbal communication skills, including the ability to plan, research, write and edit quality research materials
- Comfortable with contract costing, as well as general ease with overall data analysis
- Proficiency in spreadsheets (Excel), database work, and Google Workspace (formerly G-suite)
- Ability to work directly and collaborate with member leaders, organizers, elected officials and advocacy organizations
- Ability to take initiative, to work with a team, and to successfully handle multiple projects with tight deadlines
- Strong commitment to the labor movement and social justice work
- Willingness to work irregular hours, sometimes including weekends and evenings
