Human Resources and Benefits Program Manager
Based in Silver Spring, MD
The Amalgamated Transit Union (ATU) in Silver Spring, MD has an immediate opening for a Human Resources and Benefits Program Manager.
The Human Resources and Benefits Program Manager is responsible for assisting in the administration, evaluation, and implementation of ATU human resources personnel policies, procedures, and programs, as well as administering the group benefits program and liaising with the ATU’s third-party insurance broker for the 70+ officers and employees of the ATU.
The ATU is the largest union representing transit and allied workers in the United States and Canada. Founded in 1892, the ATU is comprised of more than 200,000 members and our mission is to fight for the interests of its hard-working members and promote mass transit. The ATU is led by its International President, and its leadership also includes its International Secretary Treasurer and International Executive Vice President as well as the ATU General Executive Board, which is comprised of 18 International Vice-Presidents.
Essential Duties and Responsibilities:
- Update, draft, and implement appropriate human resource personnel policies, procedures, and best practices.
- Recommend and implement approved competitive compensation, benefits, performance appraisal, and employee development and career advancement programs.
- Oversee the recruitment and hiring process.
- Manage employee discipline and advise management on employee grievances in accordance with applicable policies and collective bargaining agreements.
- Assist the ATU Chief of Staff in creating and implementing long-term staffing and operations strategies to strengthen a work culture that enables employees to fulfill the mission of ATU.
- Direct and plan the day-to-day operations of group benefits programs and serve as primary contact for plan vendors and third-party administrators.
- Coordinate and handle daily benefits processing, including enrollments, COBRA, terminations, changes, beneficiaries, claims, etc.
- Provide timely communication and support to current and retired officers and employees on understandings ATU’s benefits program.
- Design and distribute materials on benefits orientation, open enrollment, and summary plan descriptions.
- Perform other related duties as assigned.
Qualifications (Skills and Abilities):
- At least 5-7 years of human resource management experience required, including administering group benefits programs.
- Excellent writing and analytical skills and be able to effectively communicate effectively with key union officers and staff.
- Multi-task and manage and prioritize multiple projects, handle assignments with minimal supervision, and work well with others in a collegial setting.
- Excellent interpersonal and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong analytical skills and a thorough knowledge of plan designs.
- Knowledge of benefits contract language.
- Knowledge of all pertinent federal and state regulations affecting employee benefits programs.
- Proficient with Microsoft 365 and related management software systems.
- Strong background in and affinity for the work of labor unions and work in a union environment preferred.
Location:
This position is based out of the ATU’s headquarters office at 10000 New Hampshire Avenue, Silver Spring, Maryland. There is an option for hybrid in-person/remote work.
Compensation:
Salary will range from $125,000 to $140,000 depending on experience. ATU provides medical, dental, vision and life insurance with no employee premiums; a defined-benefit pension plan with no employee contributions; a 401(k) savings plan; and paid vacation and sick leave.
