Director of Human Resources

Purpose:
SEIU Local 2015 members and leaders are the center of our power, critical to creating the change necessary to improve California communities and the lives of workers. The Director of Human Resources is central to the execution of Local 2015’s mission, vision, and core strategies.
Position Summary:
The Director of Human Resources guides and manages the overall Human Resources program, policies, and services for the entire organization. The Human Resources Director originates and leads Human Resources practices and objectives that will provide a values driven culture that emphasizes the Local 2015 values of leadership, compassion, empowerment, accountability, transparency, and excellence, and the recruitment and ongoing development of an outstanding workforce, in service to the goals of our members. The Human Resources Director coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Chief Operations Officer and assists and advises organization managers about Human Resources issues.
A core function of all staff positions at Local 2015 is to facilitate the work of members in achieving and demonstrating their own leadership and power.
Essential Job Functions:
Organizational Culture
- Leads in aligning the Human Resources Department, and human resources and labor relations in general with the Mission, Vision and Values of SEIU Local 2015
- Participates in the development of the organization's plans and programs as a strategic partner, but particularly from the perspective of the impact on people.
- Participates in campaigns and actions as part of the Local 2015 organization.
- Plays a leadership role in SEIU Local 2015’s commitment to becoming and being an Anti-Racist Organization.
Talent Management
- Plans, develops, organizes, implements, directs and evaluates the organization's human resource function and performance.
- Develops staffing strategies and implementation plans and programs to identify talent within and outside the organization. Identifies appropriate and effective external sources for candidates for all levels within the organization.
- Develops and recommends progressive benefits programs to enhance staff wellness.
- Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the attraction, motivation, development and retention of the people resources of the organization.
- Develops programs to allow the organization to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
- Develops appropriate policies and programs for effective management of the people resources of the organization.
- Enhances and/or develops, implements and enforces HR policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.
Labor Relations
- Maintains an excellent working relationship with staff and staff employee union(s).
- Plays a leadership role in collective bargaining with the staff union(s).
- Addresses employee and labor relations issues and conducts investigations.
- Trains and supports management staff, including department directors, in implementing labor management practices consistent with organizational goals and values.
- Maintains knowledge of HR policies, programs, employment laws and issues.
- Manages other areas such as employee communication, employee safety and health, and community relations.
Department Leadership
- Translates the strategic and tactical organizational plans into HR strategic and operational plans.
- Directs the staff of the Human Resources Department and actively pursues their development and growth.
- Manages the budget and other financial measures of the HR department.
Qualifications:
- Combined education, training and experience in human resources and organizational development equivalent to ten plus years of leadership experience in Human Resources positions.
- Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
- Significant experience and understanding of labor unions and collective bargaining.
- Excellent oral and written communication skills.
- Excellent interpersonal and coaching skills.
- Demonstrated ability to lead and develop Human Resources staff members.
- Demonstrated ability to serve as a successful participant on a senior leadership team and/or provide organizational leadership and direction.
- Demonstrated ability to interact effectively with the organization Executive Board and members.
- Excellent computer skills in Microsoft Windows environment. Must include Excel and skills in data management and record keeping.
- Experience in the administration of benefits and compensation programs and other Human Resources programs.
- Evidence of the practice of a high level of confidentiality.
- Excellent organizational skills.
- Willingness to work long and irregular hours and participate in all union wide activities.
- Willingness to travel and work in different locations for determined periods of time.
- Commitment to social justice and building power for workers.
- Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
- Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, preferred.
- Fluency in more than one language is highly desirable.
