Personal Support Program Counselor

The AFSCME Illinois Benefit Plan and Trust, through the Personal Support Program (PSP), works collaboratively with AFSCME Council 31 to provide counseling and other forms of assistance to bargaining unit members. AFSCME Council 31 is a statewide labor organization representing public service workers in a wide variety of fields—including health care, public works, public safety, education and human services—throughout the state of Illinois. The Benefit Trust is seeking candidates for the position of Counselor. The PSP Counselor is responsible for clinical activities including intakes, direct clinical services to clients, referral, coordination of benefits, aftercare, follow-up, consultation, and liaison to Council 31 staff and local union leaders. The position is based in Springfield, Illinois.
Education/Credentials
- Master’s degree in counseling, psychology, social work or other clinical field; license at the clinical level.
Experience
- At least two years’ experience in assessment, counseling, training, and consultation.
Desirable Qualifications
- Knowledge of and commitment to the labor movement
- Excellent verbal and written communications skills
- Strong clinical assessment skills
- Proficiency in providing brief treatment
- Ability to refer and motivate clients to participate in the treatment plan
- Knowledge of and ability to evaluate appropriate resources
- Ability to act as a liaison in a system environment, for example, interfaces with the union, employer, referral source, and the client.
- Knowledge of addictions; certification in addiction treatment
- Ability to oversee clinical consultants
- Computer literacy, including familiarity with MIS, Windows, Excel, internet, and email
- Ability to function both independently and within a team.
Responsibilities
- Assess level of urgency and respond to emergency situations as necessary or seek assistance
- Gather intake information and verify eligibility
- Coordinate scheduling intake appointments
- Provide appropriate information and/or consultation to callers regarding PSP’s services
- Provide confidential assessment services
- Develop, enter and maintain clinical data
- Work with external consultant to develop specific aftercare plan
- Ensure that clinical consultants follow appropriate policies and procedures.
- Make presentations to local unions regarding PSP services.
- Provide on-site group and individual counseling in the event of workplace emergencies.
