Civic Engagement Data Management Consultant

The California Black Power Network (CBPN) is a new 501(c)(3) organization dedicated to changing the lived conditions of Black Californians by dismantling systemic and anti-Black racism. The network is composed of 40+ Black-led and Black-serving local and regional grassroots, community based organizations in key Black communities throughout the state, and will aim to create measurable increases in the capacity of participating Black-led organizations, encourage growth and collaboration within the ecosystem of Black-led organizations across the state, and develop substantial, measurable progress in key issue areas. The Data Management Consultant will work closely with Network staff and leadership to support and implement cutting-edge organizing and data management strategies that increase the scale and effectiveness of the Network’s work to boost voter turnout and continue to build a base of support. The Data Management Consultant will also lead training and support systems to increase the capacity of CBPN Staff & Coalition Members to independently do effective data management, voter analysis and outreach.

The ideal candidate will have: (1) a passion for working and managing data, (2) a history of working with civic engagement technologies and platforms, and (3) a commitment to and deep interest in working in a collaborative team environment. The consultant will be part of a team guided by thoughtful strategic planning, analysis, and evaluation. To help lead this ground-breaking effort, we’ll need someone with a history of data management experience and expertise working on voter engagement campaigns, who learns quickly and is able to manage their time and responsibilities efficiently and effectively.

Key Duties and Responsibilities
Working alongside the Network’s Associate Director, the Data Management Consultant will help support the Network’s data needs as it relates to its civic engagement and base building programs. Specifically, they may/will:

  • Manage CBPN’s Integrated Voter Engagement Database and Systems using Political Data Inc. (PDI), including (a) setting up campaigns in PDI and “Click to Call” Dialer system for Civic Engagement Programs; and (b) designing and overseeing base building data management systems.
  • Assist with the development of voter analysis (reports, presentations, maps, etc.) to guide and evaluate our work.
  • Work with CBPN’s organizing staff and communications consultant to support the integration and utilization of voter data and datasets to drive CBPN’s outreach and communication strategies.
  • Design, set-up, and manage implementation of texting, relational organizing and other digital and tech tools.
  • Provide training and technical Assistance to CBPN’s member organizations, including (a) developing training and support systems for staff and members to use the voter database to do analysis, outreach, and manage data; and (b) developing and producing shareable training materials and curriculum on voter contact tools and data management
  • Help develop innovative strategies to contact voters and activists, including helping to identify digital organizing tools and strategies to build an activist base; (b) staying current on the landscape of field tools and technologies; and (c) working with staff and members to research and test innovations.
  • Assist with and evaluate tech systems to address immediate issues and improve systems for the long term.

Qualifications and Skills

  • 3 years of data management experience in an organizing or electoral campaign context
  • Extensive experience with quantitative analysis AND voter data management (using PDI or VAN)
  • Experience with computer-based and mobile voter engagement technologies
  • Experience with GIS mapping preferred but not required
  • Strong commitment to social justice with experience on racial and economic justice campaigns
  • Extreme attention to detail
  • Excellent work management and long-term planning skills
  • Extensive experience working with organizers and translating tech/data to non-tech people
  • Strong communication and interpersonal skills

Compensation and Role Structure

  • Independent contractor providing 40-60 hours per month of service from January 2023 to June 2023, with potential for extensions based on network needs..
  • Reporting to Kevin Cosney, Associate Director
  • Compensation will be at the rate of $60 per hour

The Data Consultant is an independent contractor and not an employee or agent of the California Black Power Network. The Consultant is not entitled to any benefits that CBPN provides to its employees and hereby waives the right to participate in any such programs. Consultant also agrees that, consistent with independent contractor status, consultant will not apply for any government-sponsored benefits that are intended to apply to employees of CBPN, including but not limited to, unemployment benefits. Consultant acknowledges and agrees that Consultant shall be responsible for filing all tax returns, tax declarations, and tax schedules, and for the payment of all taxes required, when due, with respect to any and all compensation earned under this Agreement.
