External Organizing Director

UPTE, CWA Local 9119 (“UPTE”) is a dynamic and growing member-run, statewide union representing 18,000 University of California technical, research, and health care professionals. UPTE is seeking to hire an experienced labor organizer and leader to drive the Union’s external organizing program focused on University of California unrepresented workers.

Key Responsibilities:

  • Under the direction of the Systemwide Director, help design and implement external organizing campaigns to win representation for unrepresented employees
    • Work with Systemwide Director, staff, officers, and rank and file leaders to build organizing committees and develop campaign plans
    • Identify, recruit and develop leaders and organizing committee members in target non-union workforces
    • Plan and implement comprehensive campaign plans to force the employer to recognize and bargain with new titles or units
    • Advance the Union’s overall non-union organizing program
    • Attend weekly meetings to plan and evaluate progress
  • Manage external organizing staff, training and evaluating staff on implementing a rigorous organizing model, and building powerful escalating comprehensive campaigns
    • Engage hands on in the day to day work of external organizing staff, helping to model and train organizers on key skills such as organizing conversations, leadership development, committee building, and campaign planning and implementation
    • Hold thorough 1:1s to review staff priorities, goals, leader development, message and rap, and progress and challenges on these priorities
    • Communicate objectives, strategic plans and goals to staff and leaders
    • Develop and implement support plans for performance improvement for staff
    • Management performance and progressive discipline in conjunction with Systemwide Director when deemed necessary
    • Create and manage campaign materials
    • Track worker engagement and evaluation metrics as key performance indicators
    • Develop and implement staff training programs
    • Assessment and implementation, manage contact lists, manage field calls
  • Coordinate outreach to coalition partners and stakeholders as part of driving comprehensive campaign
    • Build community or public support campaigns, including sign on letters, community briefings, or other solidarity efforts
    • Prep and develop public and media messaging and spokespeople in conjunction with Union communications staff
    • Work with Political department and other union staff and leaders on political and other comprehensive campaign leverage to support external campaigns


  • Strong commitment to the labor movement
  • Minimum of 3 years leading organizing campaigns (can be new organizing, internal organizing; or comparable organizing drives)
  • Experience developing and driving escalating comprehensive organizing campaigns
  • Demonstrated grit and tenacity to bring difficult campaigns to success
  • Extensive experience working with, building and sustaining diverse coalition of membership groups
  • Familiarity and experience working with public-sector unions is preferred
  • Understand the demographics, motivations, expectations and needs of UPTE’s membership and tailoring strategies to match
  • Relationships with organizations in progressive community
  • Exceptional interpersonal and communications skills
  • Experience independently managing projects
  • Experience managing employees is preferred

Compensation: Starting salary range of $100,000 – $110,000 commensurate with experience, and an excellent benefits package including a defined benefit pension, all university holidays, auto allowance, and flexible work arrangements
