National Negotiator or Assistant Counsel (Negotiations)

A vacancy exists for a National Negotiator or Assistant Counsel for Negotiations in the Negotiations Department of the National Treasury Employees Union located in Washington, D.C. This is a bargaining unit position. The incumbent will be responsible for negotiating collective bargaining agreements with the IRS and other federal agencies. In addition to serving as the Union’s chief spokesperson in a variety of forums (e.g., arbitration, mediation, impasse resolution, and fact-finding), the incumbent will be responsible for pursuing NTEU’s goals and objectives through the collective bargaining process. Some of the significant duties for which applicants must have demonstrated ability are listed below.

To be qualified to apply for this position, applicants should have experience managing all aspects of the collective bargaining process, including drafting proposals; analyzing proposals for negotiability and devising ways to overcome obstacles to reaching agreement; identifying and successfully managing varied and competing interests during bargaining; coordinating input from local Chapter leaders across the country and updating them on bargaining developments; and devising strategies for producing negotiated agreements that advance rights, benefits and chapter building. Applicants should also have experience analyzing applicable Federal law, regulations and Federal Labor Relations Authority caselaw and preparing briefing memoranda; assembling evidence and preparing witnesses for hearings; drafting legal submissions (e.g., pre-and post-hearing briefs, statements of position, and fact-finding recommendations); commenting on proposed regulations; and soliciting and/or identifying qualified volunteers to participate in special assignments (e.g., workgroups, bargaining teams, labor-management committees, and internal union advisory groups). Although a law degree is not strictly required, it is very strongly preferred. D.C. bar membership (or waive-in eligibility) is required for the Assistant Counsel position.

Proven leadership skills and the ability to perform multiple tasks under tight time constraints are essential. Periodic travel outside of the Washington area may be required.
