Salary Range: $80,257.08 - $112,930.80 Salary/year

Position Summary
Reporting to the Executive Director of RISE Partnership, the Director of Human Resources is responsible for establishing, implementing, overseeing, and evaluating HR programs and policies aligned with the organization’s core values of respect, integrity, service, and equity. The position is responsible for overseeing all HR functions including but not limited to: developing organization strategies and systems; partnering with senior leaders and employees on the development of organizational culture; promoting diversity, equity, inclusion and justice (DEIJ) initiatives; establishing and maintaining human resources policies, processes, and infrastructure; managing recruitment processes; creating staff development and assessment models and systems; administering employee benefits; monitoring employee/labor relations; EEOC and other legal compliance; managing human resources information system (HRIS) and preparing statistical/analytical reporting.

Essential Functions

  • Nurture a positive working environment that fosters equity and inclusion, effectiveness, and accountability
  • Develop, implement, and update HR strategies and initiatives aligned with the organization’s mission and values
  • Advises management staff in matters related to people, labor-relations, employment practices and HR programs
  • Develops and supports HR team by providing managerial leadership, mentoring and direction


  • Manages labor-relations matters for the organization
  • Leads and coordinates labor-management meetings
  • Serves on the RISE bargaining team during negotiations and partners with executive leadership team on negotiation strategies
  • Responds to grievances and union inquiries
  • Supports productive management and employee relations by helping resolve workplace challenges


  • Ensures compliance with relevant federal, state, and local regulations throughout human resource management
  • Leads in the creation and maintenance of organizational policies for the organization


  • Provides critical leadership and support to the organization’s DEIJ strategy to achieve and support a diverse workforce and inclusive work environment
  • Roots all decision making, policy development, compensation and benefit plan design with the use of a DEIJ lens
  • Partners with senior leadership in the development and implementation of programs and services that further the organization’s culture work

Talent Acquisition

  • Oversees the employee recruitment and onboarding processes ensuring open positions attract diverse talent.
  • Supports and guides the recruitment process to connect our brand to a diverse pool of highly qualified applicants
  • Leads the quarterly RISE New Hire Orientation program

Compensation and Benefits

  • Maintains a compensation plan and benefits program
  • Manages benefits administration including renewal process, onboarding, open enrollment and responds to staff inquiries

Staff Development

  • Facilitates management training and leadership’s vision with a lens towards equity and inclusion to meet organizational goals
  • Oversees and manages a staff development and performance evaluation system that drives high employee engagement and performance
  • Assesses staff development needs to apply and monitor training, mentorship, and professional development programs

HR Operations

  • Reports to management and provide decision support through HR metrics
  • Maintains employee files; ensure minimum requirements for employment and compliance with relevant laws
  • Develops and manages Human Resources budget

Knowledge, Skills and Abilities

  • A commitment to advancing the voice and conditions of Oregon’s care provider and public service workforce
  • Proven work experience as a successful HR leader
  • Practical understanding of union labor relations, including the collective bargaining process
  • Ability to guide and train managers to help them maintain effective working relationships with staff
  • Proven record of hiring and sustaining a diverse workforce
  • Demonstrated success using performance and system tools and models to improve organization results
  • Strong thinking, creative, and analytical skills
  • Ability to motivate and influence others through diplomacy and trust
  • Ability to secure agreement on important outcomes through complex dialog within the organization and with union leadership
  • Familiarity with federal and state of Oregon employment requirements and compliance
  • Competency in the use of technology in HR solutions (HRIS program), as well as software experience with Microsoft


  • 5 or more years of Human Resources leadership experience or a combination of experience and education may be considered
  • SHRM-CP or SCP certification preferred
  • Experience managing in a union environment required; non-profit, service-driven organization a plus.
  • Experience in managing HRIS databases (preferably Paycom)
