Policy Analyst
Policy Department

Based Statewide, CA


This position is responsible for providing sophisticated, highly skilled analysis of social, economic and public policy trends in support of SEIU Local 2015 goals.

Duties & Responsibilities: (Any one position may not include all of the specific duties and responsibilities listed.  Examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification.)

  • Initiates and supports research and analysis of topics of concern to SEIU Local 2015 long term care policy, legislative and regulatory initiatives, industry organizing opportunities, grassroots campaigns or other political mobilization work.
  • Analyzes budgets, policy options and legislative proposals for their impact on SEIU Local 2015 members and goals.
  • Provides strategic research and analysis in support of organizing, politics, policy and contract campaigns.
  • Supports development of written material, including correspondence, legislative testimony, research reports and policy memoranda for use internally and externally.
  • Collaborates in multi-departmental or multi-constituent projects.  Exercises large degree of independent judgment.
  • Collaborates with SEIU International and other SEIU local policy and research staff on SEIU state and national policy related research and initiatives.
  • Collaborates on strategic recommendations for issue development.
  • Monitors federal, state and local legislative, fiscal and regulatory activity.
  • Maintains files and performs personal clerical duties as necessary.
  • Performs other duties as required to support the policy department and its mission.

Graduation from an accredited four-year college or university with a bachelor’s degree in Public Policy, Economics or related field and at least one (1) year of experience in policy analysis or the equivalent experience as a Research Analyst. Experience with issue development in a political context required.  Or a combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Thorough knowledge of statistics.
  • Knowledge of policy analysis.
  • Knowledge of issue development in a political context preferred.
  • Knowledge of unions and their issues.
  • Ability to perform analytical analysis and writing.
  • Ability to use personal computer, including spreadsheets, databases and on-line research services.
  • Ability to work with people from diverse backgrounds and cultures.
  • Ability to conduct formal research, analyze data and make sound, logical conclusions.  
  • Ability to communicate effectively, both orally and in writing; ability to make formal presentations and write advocacy papers.
  • Ability to handle multiple projects and meet established timelines.
  • Skilled in the use of personal computers for purposes of financial and data analysis.
  • Skill in the use of spreadsheets, database management systems, presentation software and on-line information sources.

Physical Requirements:
Work is generally performed in an office setting. Long and extended hours and travel may be required.

Scope & Nature of Supervision:
Policy Analyst may report to the Senior Policy Analyst, the Deputy Director of Policy or the Policy Director, or other assigned supervisor.   Policy Analysts are frequently expected to operate without day-to-day supervision, to develop their own work plans and goals, and to act with a degree of discretion and independent judgment.  Accordingly, they must be strong self-starters and have a commitment to fulfill the objectives of the organization.
