Government & Labor Relations Manager

We are Service Employees International Union, Local 99—Education Workers United.

We are teachers’ assistants, playground workers, special education assistants, bus drivers, gardeners, custodians, cafeteria workers, maintenance workers, early care and education workers, and others working in schools, colleges, family child care centers, and administrative offices. We are nearly 50,000 public and private sector education workers throughout Los Angeles, Ventura, and San Bernardino Counties.

Position Summary
The Government Labor & Relations Manager will be responsible for tracking the business of school boards and personnel commissions and developing relationships with school board and commission members in SEIU Local 99’s jurisdictions in order to strategize and advocate on behalf of our members. Supports the Government Relations department in developing and executing legislative, contract bargaining, and electoral campaign plans. The Government and Labor Relations Manager is responsible for developing coalitions and strategic plans with Labor Allies to support the vision and mission of SEIU Local 99

TYPICAL DUTIES

  • Represents members in SoCal units’ School Boards, Personnel Commissions and Coalition Meetings by monitoring motions, resolutions or rules that come before the school boards and personnel commissions that could positively or negatively impact SEIU Local 99 members, students, and/or communities.
  • Contributes to the formulation of SEIU Local 99’s position on proposed legislation based on its impact on our members.
  • Leads development, inter-departmental coordination, and implementation of strategies for the passage, defeat, or amendment of motions and resolutions at the school board.
  • Meets with elected officials at all levels, personnel commission members and senior administrative staff from SoCal unit school boards to express SEIU Local 99’s position on proposed resolutions, contracts, legislation.
  • Cultivates strategic partnerships with elected leaders at all levels, legislative staff, community/labor partners, personnel commissioners, and senior administrative staff.
  • Builds coalitions by identifying and developing working partnerships with organized labor and community organizations to garner support for issues that impact SEIU Local 99 members and/or the students and communities they serve.
  • Coordinate work with the LA Federation of Labor and other labor partners.
  • Supports the development and implementation of strategic plans that include tactics for educating (members and staff) and mobilizing around positions formulated around the state budget, legislation, and related policies.
  • Helps lead voter engagement on candidates and ballot measures consistent with Local 99’s electoral and legislative program.
  • Perform related duties as assigned.

SUPERVISION
Works under the supervision of the Government Relations Director.

JOB QUALIFICATIONS
Knowledge of:

  • California’s educational administration, budget and funding streams
  • Policies and legislation pertaining to education workers and public employees
  • General understanding of Labor law, rules, regulations, policies, procedures, and collective bargaining agreements pertaining to public employees
  • Legislative process at the city, county, state, and federal government levels, including the formal and informal structures, lines of communication, procedures and rules of city, county, state, and federal legislative bodies which are needed to initiate action
  • Protocol when dealing with elected and appointed officials
  • How to plan and execute an electoral campaign

Ability to:

  • Work effectively with legislators, government officials, lobbyists, District personnel, community representatives, and students using tact and good judgment
  • Communicate effectively and persuasively on highly technical and/or sensitive issues
  • Interpret and recognize the implications of proposed or existing school district, city, county, state or federal legislation relating to classified workers
  • Listen, write and verbally communicate in a clear and effective manner, bilingual Spanish skills a plus
  • Coordinate special studies and conduct research in the field of legislation
  • Discern priorities and meet competing deadlines.
  • Maintain a professional and team atmosphere while meeting tight deadlines under pressure with conflicting demands
  • Establish and cultivate respectful relationships with people from diverse backgrounds.
  • Work long, varied hours including nights, weekends and holidays
  • Understand and commit to SEIU Local 99’s members and mission

ENTRANCE QUALIFICATIONS
Education:

  • Bachelor’s degree from an accredited university, or equivalent experience

Experience:

  • Minimum of three (3) years legislative, political organizing, or campaign experience with a labor union, state or local agency or association, non-profit community organization or progressive elected official
  • 2 years of successful service in a position requiring knowledge of California’s educational system
  • Experience with educational research about classified personnel preferable

REQUIREMENTS

  • Strong commitment to progressive social change and activism for all working people
  • A valid California Driver License and use of an automobile
  • Knowledge of the legislative process
  • Must be vaccinated against COVID-19.
