The San Francisco Municipal Executives Association (MEA) represents over 1,000 City and County of San Francisco and San Francisco Superior Court Managers.

Our Mission: To enhance the quality of life for San Franciscans and visitors by promoting sound government practices, supporting professional excellence for City managers, and maintaining the highest ethical standards in the delivery of service to the public.

The Executive Director’s Primary Duties Include:

  • Overseeing the administrative functions of the office including membership, budget, staff development and Board meetings
  • Administering labor agreements and representing members in various settings and with various City agencies. This could include Skelly hearings, arbitrations, investigative interviews and meet and confers on policy or worksite changes
  • Identifying contract issues as they arise; developing and analyzing member surveys; drafting contract language and conducting relevant research; all in consultation with the Board of Directors, member committees and representatives
  • Designing, writing, and organizing the distribution of publications, including monthly newsletters, campaign literature, and website updates
  • Preparing and presenting regular reports to the Board and Membership on issues such as compensation, budget and political action
  • Serving as second chair or lead on five (5) collectively bargained agreements up to and including binding interest arbitration in some cases
  • Identifying and engaging future member leaders in MEA initiatives
  • Performing other duties as assigned by the Board of Directors

Qualifications:

  • BA or BS in education, labor studies, or other appropriate degree preferred and/or professional commensurate experience;
  • Advanced degree highly preferred;
  • Five years of progressively greater responsibility in a management role in labor relations including contract negotiations for a union or in a political or issue-driven environment or a combination of relevant education work experiences;
  • At least three years’ experience in a supervisory role involving other labor professionals;
  • Demonstrated extensive experience working with the labor movement and its leadership at the national, state and local levels;
  • Extensive knowledge of union governance and fiscal procedures;
  • Demonstrated successful ability to develop strategy and implement programs by capturing the resources and capacity of a broad array of partners;
  • Demonstrated extensive knowledge of principles and theories in human resources and organizational development;
  • Demonstrated knowledge and understanding of basic principles and skills involved in internal organizing, leadership development, campaign planning and implementation;
  • Demonstrated substantial experience performing as a trainer, facilitator and mentor;
  • Substantial experience managing staff and implementing accountability systems;
  • Excellent listening, interpersonal and problem solving skills;
  • Demonstrated ability to work effectively in politically sensitive and high-pressure environments;
  • Demonstrated ability to resolve conflicts while maintaining important and effective relationships;
  • Demonstrated ability to lead and support organizational change efforts including experience designing and facilitating organizational strategic planning processes;
  • Excellent written, oral and presentation skills;
  • Excellent interpersonal and communication skills and the ability to manage relationships in complex political and sensitive organizational situations;
  • Effective organizational and time management skills, including prioritizing and managing multiple tasks and developing and maintaining organized systems of information;
  • Demonstrated knowledge and experience with online tools and programs and methodologies;
  • Computer proficiency is required for Google Suite, Google Drives, PowerPoint, web conferencing, and other social media applications;
  • Ability to perform weekend and evening work.

This position is an exempt, at-will position with a salary range between $155,000 and $198,000, commensurate with experience. The position requires some evening and weekend work. The position includes employer paid medical, dental, vision care and a retirement account with 3% employer match; vacation leave, paid holidays and sick leave.
