University Professional and Technical Employees (UPTE-CWA 9119) is searching for a talented, hard-working individual committed to building a powerful and democratic union. The successful candidate for this position will be values-driven, self-motivated and resourceful, with the skills, experience, and enthusiasm to manage the Union’s operations and finances. This position works with staff and leadership in order to support the mission of the Union and oversee the administrative staff.

UPTE-CWA represents more than 16,000 employees working in healthcare, research and technical jobs at the University of California, Lawrence Berkeley Lab, Lawrence Livermore Lab and Los Alamos National Lab as well as adjunct faculty at Butte Community College, College of Sequoias and Mount San Jacinto Community College. We represent a diverse workforce all over California and are working to build a highly functioning Union which delivers for all of its members.

Operations Responsibilities:

  • Provide direction, oversight and support to administrative staff.
  • Oversee membership reconciliation and records systems, processing of membership application and cancellation process.
  • Ensure Union field staff and leaders are provided administrative and logistical support.
  • Coordinate logistical elements of Union conventions, trainings, and support for Unionwide actions including strikes, pickets, rallies, etc.

Human Resources Responsibilities:

  • Develop and maintain HR policies, procedures, and resources that comply with all applicable federal and state laws, as well as UPTE’s internal requirements.
  • Administer benefits programs for represented and unrepresented UPTE staff, including healthcare, pension and 401k contributions; and provide benefits resources, information, and support to staff as needed.
  • Oversee investigation and handling of incidents, including internal complaints and insurance claims; advise management of best practices and responsibilities in cases of discipline/dismissal.
  • Maintain all personnel records in accordance with UPTE policies and applicable state and federal laws.

Financial Management Responsibilities:

  • Supervise the work of UPTE Controller to ensure that all accounting and payroll processes are carried out on schedule and according to UPTE policies.
  • Work with elected officers, staff directors, and Controller to prepare the annual budget, including revenue and expense projections, for Executive Board approval.
  • Ensure effective implementation and processing of all International Union requirements and reporting, including per capita payments and dues reporting.
  • Work with Treasurer and Controller to coordinate all audit activities, including preparation of local accounts and records for review by external auditors.
  • Manage all lost-time requests, including record keeping, bills, and payments to employers.
  • Ensure that invoices and expense requests, both internal and external, are reviewed for appropriateness and paid promptly.
  • Manage relationships with vendors providing services to UPTE.

Preferred Qualifications and Skills:

  • At least five years of professional experience, including office management, HR, and financial management at another union, non-profit, or political organization.
  • At least one year of experience as a staff supervisor or lead responsible for managing the work of other employees.
  • Bachelor’s degree or MBA in Business, Management, Human Resources, or Finance.
  • Ability to draft personnel policies, forms, and various other HR documentation as needed.
  • Excellent communication and teamwork skills, including experience collaborating in diverse workplaces where elected leadership and appointed staff share responsibilities.
  • Demonstrated experience in financial management and accounting, ideally in a union, nonprofit, or political organization.
  • Knowledge of bookkeeping software and database programs, as well as prior experience using Excel, Google Sheets, Access, QuickBooks, and/or similar products.
  • Experience should include audit, compliance, and budget.
  • Knowledge and experience in employment law, compensation, human resources, benefits administration and compensation programs.
  • Strong communication, organizational and project management skills.
  • Public Sector and/or Higher Education experience preferred.
  • Prior experience supervising staff and managing multiple complex projects.
  • Willingness to work variable and long hours.
  • Valid driver’s license, working automobile and valid auto insurance.
