The Hillsborough Classroom Teachers Association, located in Tampa, Florida, is seeking to fill the position of Executive Director.

HCTA is a local option association and is the exclusive bargaining agent for 15,000 teachers and 4,000 paraprofessional and clerical employees. Hillsborough County Public Schools is the 7th largest school district in the nation educating 190,000 students annually. HCTA’s state organization, the Florida Education Association, is a merged affiliate comprised of both the National Education Association (NEA) and the American Federation of Teachers (AFT).

Florida is a “Right to Work” state with extensive public records and “government in the sunshine” laws, to include bargaining. Florida is one of a few southeastern states to have a collective bargaining law.

The Executive Director is employed by the HCTA Board of Directors to perform the chief administrator functions for the organization and works collaboratively and effectively with the release-time president.

Duties and Responsibilities

  • Direct and supervise all Association employees and make recommendations as to their working conditions and services to be provided.
  • Employ Association employees under guidelines established by the CTA Board of Directors.
  • Be responsible to the Board of Directors for the efficient management of the office and for recommending items to be purchased, additions or modifications of property owned, and the utilization of the buildings and equipment.
  • Be responsible for preparing the Association’s annual budget and monthly financial reports.
  • Approve receipt, disbursements, purchases and sales for the Association in a manner consistent with the approved budget, policies, procedures and directives.
  • Manage all properties owned or controlled by the Association.
  • Obtain legal, financial, public relations and other services necessary to carry out Association goals, policies and programs.
  • Recommend Association policies and propose them to the Board of Directors and Representative Council for their consideration.
  • Be a member of the bargaining team and serve as chief negotiator for the team.
  • Be an Association spokesperson before the school board, the media and other local, state and federal agencies.
  • Establish cooperative interactions with other education, labor and business organizations, as well as private foundations.
  • Attend School Board, CTA Board of Directors and Representative Council meetings.


  • Bachelor’s degree required
  • Masters degree preferred
  • Successful work experience in public schools or associations advocating for public schools
  • Background in collective bargaining experience
  • Experience reporting to a Board of Directors or governing body
  • Demonstrates financial and budgetary expertise
  • Comfortable with technology applications
  • Willingness to travel (occasional within the state and out-of-state travel required)
  • Clear, concise writing skills
  • Effective verbal skills including presentation skills
  • Highly developed and effective interpersonal skills
