Finance and Administration Manager

The Engineers and Scientists of California Local 20, International Federation of Professional and Technical Engineers, AFL-CIO & CLC is a dynamic and democratic labor union representing more than 8,000 workers throughout California. The Local is headquartered in Oakland and has an experienced, activist, and united Executive Board. ESC Local 20 members are highly skilled professionals employed principally at Pacific Gas and Electric Company (“PG&E”), Kaiser Permanente, private and public health care facilities, local and federal government agencies, and legal non-profits.

ESC Local 20 seeks to hire an experienced Finance and Administration Manager (F&A Manager). They will be responsible for managing the organization’s finances, office operations, and supervising staff. This role requires supervisory experience and financial acumen. We’re looking for a critical thinker that has experience leading teams. The F&A Manager reports to the Executive Director.

Essential Functions include:

Financial management

  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; and oversee all financial accounting.
  • Coordinate and lead the annual audit process and the annual preparation of required government reporting (Form 990, LM-2).
  • With the ED, oversee the annual budget planning process; administer and review all financial plans and budgets; monitor progress and changes and keep leadership informed as to the organization's financial status.
  • Manage organization cash flow and forecasting
  • Oversight of all internal financial controls and procedures; responsibility for compliance with applicable laws and regulations.
  • Assessment, implementation, and oversight of union dues administration systems and procedures.


  • Oversee administrative functions, including human resources, IT management, and facilities management, to ensure efficient and consistent operations.
  • Oversight over external partners, including third-party vendors and consultants.
  • Coordination and support for union elections, annual meetings and trainings, and special events.


  • Supervise a team of staff.
  • Implementing ESC priorities and goals.
  • Other duties as assigned.

Required qualifications:

  • Minimum three (3) years of experience managing finances
  • Minimum three (3) years of experience supervising staff
  • A team player who possesses the ability to engage with people from diverse backgrounds
  • Excellent written and oral communication skills
  • Valid Driver’s license
  • Occasional in-state and out-of-state travel may be required


  • Working with unions highly desired

Working Conditions:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform essential functions of this job. Some of these include, but are not limited to:
    • work long and irregular hours to prepare for and complete financial duties
    • regularly operate a computer, cell phone, and other general office equipment
    • stand, walk, and/or sit for long periods of time
    •  move through the office to access file cabinets and operate office equipment
    • occasionally lift and/or move up to 45 pounds
    • noise level in the work environment is usually moderate but can elevate during events and campaign activities.

This is a management position. Compensation is highly competitive. Starting salary range is between $120,000 and $135,000. Outstanding benefits package includes 100% employer-paid family medical and prescription coverage. ESC provides a 401K/Pension employer contribution of 21% of the annual base salary. The position has generous time-off benefits that include vacation and compensatory time off provisions.

The Finance and Administration Manager will be based out of the ESC Local 20 office in Oakland. The job may require some travel as part of finance/administrative management functions. Work can include long, irregular hours, including evenings and weekends. A valid Driver’s License and insurability are a requirement for this position.
