General Counsel

Based out of Oakland, CA
(work currently remote)

 

The Engineers and Scientists of California Local 20, International Federation of Professional and Technical Engineers, AFL-CIO & CLC is a dynamic, democratic, and activist labor union representing more than 8,000 workers throughout California. The Local is headquartered in Oakland and has an experienced, activist, and united Executive Board. ESC Local 20 members are highly skilled professionals employed principally at Pacific Gas and Electric Company (“PG&E”), Kaiser Permanente, private and public health care facilities, local and federal government agencies, and legal non-profits.

ESC Local 20 seeks to hire an experienced General Counsel. They will be responsible for formulating strategic legal advice to the ESC Executive Board, Executive Director, and staff on legal questions regarding collective bargaining and matters before federal, state, and local regulatory agencies and courts. This role requires a high level of strategic and critical thinking, decisiveness, thinking outside of the box, designing a proactive legal plan and coordination with ESC leadership. The General Counsel reports to the Executive Director.

Duties include:

  • Legal Research
  • Legal representation in union matters such as, arbitrations, NLRB hearings, PERB, the courts, regulatory agencies, or any other applicable venue
  • Drafting complaints, motions, pleadings, briefs, memoranda, and other documents as necessary for legal representation
  • Meeting with members as necessary for legal preparation
  • Providing advice and representation on internal employment matters including collective bargaining and advice to the Executive Board
  • Supervising staff and staff attorney(s) as assigned
  • Managing outside counsel, vendors related to legal work
  • Implementing ESC priorities and goals
  • Research and advise on contract bargaining and organizing strategy

Required qualifications:

  • JD degree and a member in good standing of the CA Bar
  • Minimum five (5) years of experience as a practicing attorney in labor and/or employment law
  • A team player who possesses the ability to engage with people from diverse backgrounds
  • Working with unions highly desired and preferred
  • Excellent written and oral communication skills
  • Valid Driver’s license
  • Occasional in-state and out-of-state travel may be required

Working Conditions:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform essential functions of this job. Some of these include, but are not limited to:
    • work long and irregular hours to prepare for and complete legal work
    • regularly operate a computer, cell phone, and other general office equipment
    • stand, walk, and/or sit for long periods of time
    •  move through the office to access file cabinets and operate office equipment
    • occasionally lift and/or move up to 45 pounds
    • noise level in the work environment is usually moderate but can elevate during events and campaign activities.

This is a management position. Compensation is highly competitive. Starting range is between $155,000 and $165,000. Outstanding benefits package includes 100% employer-paid family medical and prescription coverage. ESC provides a 401K/Pension employer contribution of 21% of the annual base salary. The position has generous time-off benefits that include vacation and compensatory time off provisions.

The General Counsel will be based out of the ESC Local 20 office in Oakland; however, work is currently remote due to COVID-19. The job may require travel as part of legal representation or organizing drives (post COVID-19 restrictions). Work can include long, irregular hours, including evenings and weekends. A valid Driver’s License and insurability are a requirement for this position.
