Human Resources Generalist

Based in Linthicum Heights, MD

 

The International Organization of Masters, Mates & Pilots (IOMM&P) is currently seeking qualified applicants for the position of Human Resources Generalist. This position is a part time, non-exempt (hourly) position based in Linthicum Heights, MD. Anticipated level of effort is 15-20 hours per week with a compensation range of $28.00/hour – $34.00/hour commensurate with experience.

Under the direct supervision of the International Secretary Treasurer, the HR Generalist is responsible for managing the daily functions of the Human Resources Department with a focus on recruitment, policy implementation and enforcement, administration of benefits and leaves, and compliance.

ESSENTIAL FUNCTIONS

  1. Administers and implements Personnel Policy Manual provisions; assists with policy changes.
  2. Assists in evaluating and implementing strategies that support the retention of staff to meet the ongoing organizational needs and objectives of the Organization.
  3. Administers employee benefits programs, including life insurance, long & short-term disability, flexible spending plan, and workers’ comp; participates in annual reviews of benefits carriers and brokers and coordinates changes, as necessary.
  4. Administers and processes leaves of absence while ensuring compliance with applicable federal, state, and local regulations and guidelines. Reconciles documentation report bi-weekly.
  5. Counsels’ employees and supervisors through employee relations issues and disciplinary matters. Investigates and recommends resolutions of staff complaints and concerns.
  6. Provides support in administering performance management, and compensation programs.
  7. Prepares government reports as needed, maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices.
  8. Audit mandatory trainings compliance including harassment; enroll personnel in new or renewed trainings as needed.
  9. Handles employment-related inquiries from employees, supervisors and external agencies.
  10. Maintains and audits all HR record-keeping.
  11. Designs and implements effective recruiting strategies to help supervisors attract qualified and inclusive workforce. Responsible for full-cycle recruitment, including collaborating with supervisors to understand skills and competencies required for openings, source and screen candidates, and coordinate interviews; prepare interview guides and other recruitment-related materials to assist and train hiring supervisors; facilitate the hiring process by conducting background checks and reference checks, extending offer letters, and implementing new employee orientation.
  12. Additional duties as assigned.

OCCUPATIONAL QUALIFICATIONS

  1. Human resources experience.
  2. Bachelor’s or post-graduate degree in Human Resources or related field preferred.
  3. Experience in union or nonprofit environment highly preferred.
  4. Excellent verbal and written communication skills.
  5. Ability to create and implement effective recruitment strategies for a variety of roles.
  6. Excellent interpersonal, negotiation and conflict resolution skills.
  7. Excellent organizational skills and attention to detail.
  8. Knowledge of Federal, State and local employment-related laws and regulations.
  9. Ability to work independently with integrity, diplomacy and confidentiality.
  10. Proficient in Word and Excel.
  11. Computer literate in MS Office.
