Analytics Manager

Location: Headquarters - Washington, DC
Management: Grade 5
Starting Salary: $96,911

Manages developing, validating and scaling analytics driven strategies through rapid testing and learning across a variety of programs and channels. Manage and provide appropriate administration for all activities and functions of the Data & Analytics Department's analytics team. Responsible for the development of and adherence to Data & Analytics policies and procedures. Assist the Department Director in planning and coordinating departmental initiatives and projects, internal and external to the Data & Analytics department. Provide effective leadership and technical/strategic assistance to all personnel within this management jurisdiction. Accountable for execution and delivery of multiple analytical projects in a fast-paced environment.


  • Supervises, manages, and trains staff in performing hands-on analysis of data using analytical and statistical tools to uncover insights in behavior and identify opportunities for the Union. Additionally, performs this analysis independently when necessary.
  • Manages analysts, data specialists, vendors, and contractors responsible for the development, implementation, and maintenance of products and systems under the responsibility of the analytics team.
  • Prepares and delivers presentations that translate analytic insights into tangible, actionable solutions for other departments and partners, and communicates with senior leadership.
  • Works closely with other departments to manage a comprehensive survey research and experimental research agenda for the department and union.
  • Responsible for strategic decisions and technical implementation of new development related to AFSCME’s data warehouse.
  • Works with internal and external department leaders in planning, developing, and executing short and long-range goals.
  • Makes recommendations regarding hiring and retention of staff.
  • Supervises others on projects, including project management, business problem solving, guidance on methodologies, innovation and quality controls throughout projects.
  • Partner with cross functional teams helping them interpret the implications and use of analytical results and work together to launch strategies and close the loop between experimental research and program execution.
  • Recommends to the Director the prioritization of analytics projects and infrastructure development, allocation of analytics resources, and appropriate data architecture and tools built by both the analytics team and the development team.
  • In coordination with Data & Analytics management, recommends to the Director, technical and program implementation strategies for each project. Also recommends, in coordination with other Department managers, the tools needed to meet end user and program requirements. Make recommendations on establishment of or changes to existing departmental policies, procedures and standards.
  • Directs both internal/external project resources to achieve solutions within project guidelines.
  • Manages the development of specifications for new data products and experimental strategies and tools, based on need and departmental and IU priorities. Determine the implementation approach for the strategy and tools developed or selected.
  • Ensures reproducibility of research and analytics tools, ensuring version control and source control of analytics infrastructure and product code.
  • Works closely with Data and Analytics Department managers on in-house projects and any special projects requiring cross-team personnel, such as Conventions and special projects outlined by the IU.
  • Manages and assists with developing and maintaining project plans and project budgets.
  • Works closely with other teams to ensure that the analytics team is following an integrated departmental plan.
  • Continues education on emerging technologies via professional organizations, technical publications, and other external sources. Transitions knowledge to relevant staff.
  • Suggests ways to improve the department's procedures and standards based on process analysis, results evaluation, and information gained from external sources.
  • Performs other duties as assigned.


  • Graduation from an accredited four-year college or university with a degree in a quantitative field or equivalent preferred;
  • A minimum of five (5) years of related work experience or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:


  • Extensive experience with SQL, Python, and R.
  • Extensive experience working with and architecting data warehouse systems, and best practices involved.
  • State of the art knowledge of design, analysis, and best practices for implementation of data science products.
  • Knowledge of applications development procedures, methodology and tools.
  • Demonstrated track record of success in delivering advanced analytics capabilities.
  • Experience leading large projects.
  • Hands-on experience with leading experts in data architecting, data mining, large-scale data modeling, and requirements gathering/analysis, and support of business intelligence initiatives.
  • Extensive data integration solution design and implementation experience.
  • Working knowledge of data architecture industry trends e.g. Big Data, Hadoop, etc.
  • Ability to stay apprised of and quickly acquire an in-depth understanding of emerging application development and scientific technologies and concepts.
  • Ability to communicate effectively both orally and in writing.
  • Must possess superior personnel management skills and good interpersonal skills.
  • Must have strong analytical, problem solving, organizational, planning, and project quality management skills.
  • Proven ability to manage multiple priorities under tight deadlines in a fast-paced, dynamic environment.
  • Ability to analyze and manage multiple technical projects.
  • Experience in major complex projects, project management, agile development. Integration of resources, budget controls, and contract oversight.
  • Demonstrated capability to deliver work and provide positive leadership in fast-paced, multi-project team-oriented environment. Flexible and can tolerate ambiguity and still operate effectively.
  • Strong problem structuring and solving skills – including data structuring, quantitative reasoning, and development.
  • Exceptional interpersonal and stakeholder management skills able to collaborate with internal customers at all levels.

Travel and Work Hours:

  • Extended work hours, travel and a valid driver’s license are required.
