At this critical time for lower-income, frontline communities and people of color, JMA is uniquely positioned to advance a powerful agenda for equitable job creation and climate justice, as well as expanded access to training for historically underrepresented groups. As the Illinois Senior Policy Associate, you will lead the strategic research and policy program and report to the Illinois Director. This position will be located in Chicago, IL. The anticipated start date is May 3rd, 2021. The position will be remote in the short-term in accordance with public safety guidelines, though is expected to be mostly in-person in the long term.

Primary Responsibilities include but are not limited to:

  • Developing and implementing strategic policy and research plans that anticipate the needs of programs focused on transit manufacturing, the Illinois transportation manufacturing supply chain, and the clean energy economy.
  • Developing and advocating for good jobs policies that incorporate racial and environmental justice.
  • Conducting research and policy analysis to inform campaign strategy, ensuring that companies winning taxpayer funded contracts are held accountable to the public through the negotiation and enforcement of community benefits agreements and respecting workers’ rights to organize.
  • Adapting policy, research, and collateral materials to accommodate the changing needs of the campaigns.
  • Working collaboratively on policy and research priorities with the Illinois team and labor, workforce development, environmental, and community partners.
  • Writing and producing memos, letters, white papers, and other advocacy materials to be used with targeted audiences.
  • In coordination with the Illinois Director, cultivating and maintaining relationships with leaders and staff at key transit agencies and the offices of elected officials.
  • Representing JMA at events and conferences.

The ideal Senior Policy Associate candidate is able to dive into our campaigns and take initiative over their work, and has strategic research and/or policy analysis experience, solid writing and verbal communication skills, and strong planning practices. You should have most of the following qualifications:

  • Demonstrated commitment to economic, social, racial, gender, and climate justice.
  • A minimum of 3-5 years of experience doing strategic research and/or policy work.
  • Ability to perform strategic research thoroughly, efficiently, and objectively.
  • Ability to independently manage projects from conception to completion and develop goal-oriented strategic plans that demonstrate an understanding of the intersection between research, policy advocacy, organizing and communications.
  • Ability to effectively manage a workload with competing priorities, collaborate as part of a team, and work in a deadline driven environment.
  • Excellent writing, organizational, and computer skills, including competency with Google Suite and Adobe.
  • Strong interpersonal skills. Ability to communicate effectively with a wide range of stakeholders. Experience operating successfully in a politically sensitive climate.
  • Experience working in a diverse coalition and building consensus.
  • Demonstrated self-awareness, empathy, and social skills in work and interpersonal interactions.
  • Willingness to travel occasionally (once travel is safe again) and work long hours and weekends when needed.
  • Experience with labor unions and corporate campaigns strongly preferred.
  • Ideally possess an understanding of Chicago and Illinois politics, but not required.
  • Experience with public records requests is a plus, but not required.

Compensation for this role is $57,000 – $70,000 depending on years of experience with annual raises. Benefits include full health and dental benefits at no premium cost to the employee, Flexible Spending Account, cell phone and transit pass reimbursement, generous time off including 12 personal days off a year, 12 paid vacation days, 12 sick days, 12 paid holidays, paid family leave and eligibility to apply for a paid sabbatical after 5 years. JMA also provides a 401(k) plan with 5% employer contribution after 6 months of employment and professional development opportunities. This position is part of the staff union. JMA staff are working remotely for the remainder of 2021 and receive a monthly work-from-home stipend of $75/month.
