This position reports to the Chief of Staff. The Director of Operations oversees the daily operations of the Union, safeguards the effectiveness of the International Union's operations, and provides the operational support necessary to achieve the International Union's strategic goals. The Director of Operations' role requires a thorough knowledge of labor union operations and compliance requirements, and manages departments that oversee Administrative Services, Logistics, Meetings and Travel, and SEIU's IT Help Desk. The position has additional diverse responsibilities and may include the management and coordination of special projects of varying complexity, assigned at the discretion of the Chief of Staff's office.

Primary Responsibilities:

  • Develop, design, and document International Union operational procedures, protocols, and systems; draft and recommend organizational policies and procedures to meet the International Union's operational needs in coordination with appropriate leadership team members
  • Manage limited administrative personnel resources to maximize their effectiveness and contributions
  • Anticipate the operating and systems needs of the International Union; make appropriate recommendations for necessary investments to ensure successful continuation of the International Union's internal systems and operating capacity
  • Oversee enforcement of International Union operating systems and controls
  • Maintain direct oversight of IT Help Desk, Meetings and Travel, Logistics, and Administrative Services departments, and work in close collaboration with the Finance Department and the Chief Financial Officer's office
  • In coordination with the Administrative Services department, provide oversight of all International Union-owned offices and management of those offices, including tenant/landlord negotiations, and holding a seat on the board of 1800 Massachusetts Avenue Corporation.
  • Other responsibilities as assigned by the Chief of Staff's office.

Direction and Decision-Making:
This position reports to the Chief of Staff's office and works with a high degree of independence. Must be able to work with senior-level International Union staff and local union elected leaders in complex and often politically sensitive situations. Must have ability to manage own work and the work of others without supervision. Requires a high level of judgment and initiative. Must exercise impeccable discretion and maintain strict confidentiality in completion of all work functions.

Qualification Requirements:
A minimum of 10 years' experience in union, political, or issue-based campaign work; at least seven (7) years of which served in a senior leadership role with a focus on organizational operations and/or administration with staff supervisory responsibility (preferably in a local union).


Graduation from an accredited four-year college or university with a Bachelor's degree in labor relations, public administration, political science, liberal arts or related degree and a combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Demonstrated experience leading all aspects of organizational operations, preferably in a union or campaign environment
  • Ability and desire to work with staff from diverse backgrounds and identities and to promote and foster a working atmosphere of mentorship, respect, inclusion, and integrity
  • Proven track record of creative problem-solving and developing solutions that push innovative boundaries
  • Excellent oral, written, and listening communication skills across a variety of constituencies
  • Demonstrated ability to lead and influence diverse, cross-functional teams
  • Established record in recruiting, mentoring, developing, and supervising staff
  • Demonstrated ability to work both as part of a high-functioning executive team and as an independent contributor.
  • Knowledge and understanding of modern project management techniques
  • Ability to handle multiple priorities and meet established deadlines
  • Ability to respond well to changing priorities and urgent situations
  • Commitment and capacity to maintain the highest level of integrity, judgment, confidentiality and discretion in leading, and in managing information and resources
  • Proficient in the use of personal computer, including MS Office suite of programs
  • Strong and proven decision-making and action planning abilities
  • Strong organization, planning and analytical skills
  • A thorough understanding of the constitutional authority and responsibilities of the International Union with respect to its local unions.

Physical Requirements:
Work is generally performed in an office setting. Long and extended hours and travel required.
