Position: Nursing Home Sector Campaign Director

Role: The Nursing Home Sector Campaign Director is a senior staff position in SEIU Healthcare Pennsylvania with responsibility, under the direction of the Vice President and Nursing Home Sector Director, for developing and leading the strategy for building power with nursing home workers across Pennsylvania. The Campaign Director is responsible for analysis of the long term care sector, including developments in the private sector and government, in order to develop proposals and action plans. The Campaign Director assists the Vice President in conducting education, organizing, and mobilization programs with nursing home members as part of the strategy set by the Officers and Executive Board to strengthen a wider movement for social justice and pro-working family politics in Pennsylvania.

Reports to: the Vice President and Nursing Home Sector Director

Duties and Responsibilities:

  • Assist the Vice President and Nursing Home Sector Director with year to year strategy and organizing plans build a strong union
  • Gather information through desk research as well as field research, both qualitative and quantitative – including site visits, interviews, attending public meetings and industry events, and other work as required
  • Analyze local, state and federal policies related to the long term care sector
  • Develop and implement public, legal, legislative and regulatory strategies
  • Collaborate with union political and government relation staff to develop and execute political plans with nursing home workers
  • Track industry trends
  • Synthesize relevant facts from a large amount of data
  • Prepare written summaries of analysis for internal and external audiences
  • Facilitate communication across the Nursing Home Sector team and with individual organizers to review and plan, drive, and assess the work of the union in the Sector
  • Collaborate with member leaders and organizers to create and implement plans to strengthen the union
  • Lead and support organizers in developing campaign plans to solve workplace problems and build power to win collective bargaining agreements
  • Develop opportunities for quality improvement and healthcare transformation programs with organizers, member leaders, and employers
  • Build and sustain productive employer relationships wherever possible
  • Representing the union in its relationships with political, community and labor leaders and organization, as required
  • Serving on the Officer and Senior Program Team to analyze and implement union programs.


  • Work or academic experience in economics, public policy, finance, statistics, labor relations, business or a related field, and experience in research with demonstrated ability in quantitative or qualitative research
  • Knowledge of research techniques and processes including interest in and experience with data analysis, including:
    • The ability, or ability to learn, to conduct deep analyses of long term care and industry employers and finances and business models
    • The ability and/or interest to learn how to analyze health and retirement benefit plans
  • Experience with coordinating all aspects of issue, organizing, or political campaigns
  • Knowledge of federal and state legislative processes
  • Experience drafting campaign plans, including budgets
  • Experience working with communications, polling, and research staff and consultants to develop internal and external messaging and earned media strategies
  • Knowledge of and experience with voter identification, microtargeting models, data usage and management
  • Extensive experience managing diverse staff teams
  • Demonstrated ability to resolve conflicts while maintaining important and effective relationships
  • Demonstrated ability to work effectively in politically sensitive and high-pressure environments
  • Demonstrated ability to exercise excellent political judgment and discretion
  • Demonstrated experience in developing campaign and personal work plans and goals
  • Effective time management skills, including prioritizing and managing multiple tasks
  • Demonstrated ability to build and motivate teams and work effectively in a team environment in both a lead and support role
  • Demonstrated ability to work independently within the context of a plan
  • Excellent listening, interpersonal, and problem-solving skills
  • Excellent communication skills (both written and oral) and ability to facilitate meetings with diverse participation
  • Extensive knowledge of and experience using digital technology (email, SMS/mobile, social networks, online ads) and tools (VAN/LAN/VoteBuilder, Catalist, NCEC, predictive dialers, eIVR) for campaigns
  • Computer proficiency is required including advanced level proficiency in Microsoft Excel, Word, and PowerPoint
  • Ability to travel on a regular basis as needed, and for extended periods of time
  • Ability to work with a diverse group of union staff and member leaders and lead in such a way to advance equity and inclusion of everyone in the union
  • A valid driver’s license and vehicle, or willingness to acquire a vehicle
  • Willingness to work long and irregular hours, including weekends and evenings and holidays as required.
