Regional Education Navigator and Partner Liaison

Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership between nine major healthcare employers and the largest healthcare union in Washington State. Formed in 2008, the Training Fund is a state-wide program that addresses workforce needs of participating employers and supports the career, knowledge and skill aspirations of SEIU Healthcare 1199NW eligible union members.

Position Overview:
The Regional Education Navigator and Partner Liaison position is responsible for the coordination and implementation of a variety of Training Fund programs and services to members in the North Seattle/Snohomish Region along with other regions as assigned. Work is performed under the general supervision of the Lead Regional Education Navigator to provide education navigation services to eligible healthcare workers, adhere to Training Fund benefit administration processes, and facilitate outreach and projects in relation to the assigned region. The Regional Education Navigator and Partner Liaison works to build lasting partnerships with our members, the union, employers and community partners.

Level of Authority:
Performs duties independently and with a team, setting priorities and scheduling own work with the Lead Regional Education Navigator within organizational policies and procedures.

Work Environment:
This position is located at our Renton, WA office. Work is performed in a complex setting both inside and outside of the office, with a diversity of people and tasks. Position may require frequent visits to local internal or external collaborators, members, and other partners, in addition to travel to meetings, assessment or training locations, some of which may include overnight trips. As a Regional Education Navigator, our work has us working with employees, hospital systems and partners who have non-traditional work hours. This means you may be required to attend meetings, meet with members or partners in the early morning, late evening, or weekends. Regular participation in meetings (in person and/or sometimes virtually) with Training Fund staff, partners and other stakeholders will be required.

Essential Job Functions:

  • Coordinates Training Fund programs, benefits, and services over a specific geographic region.
  • Provides education and career navigation services (using local labor market data and workforce needs) to eligible members on the assigned case load (ELL members, pre-requisites, programs, etc.) such as career counseling, career planning and college navigation, as well as, assisting with developing career goals and identifying other programmatic services and/or resources.
  • Facilitates implementation of projects and services, as may be identified through specific grants.
  • Supports career transitions including enhancement of current position, or advancement to a new position as needed. This includes supporting the retention of working adult students in education programs from initial enrollment to graduation and assisting to address barriers to member success.
  • Connects with members at their worksite or other public spaces to assess support needs at hours that fit the members’ schedules, within reason.
  • In collaboration with the Communications Team, facilitate and implement a yearly outreach plan that includes specifically targeted outreach goals for the assigned geographic region. Leads efforts for partnership, recruitment and outreach for all Training Fund benefits and projects (in collaboration with project leads), as per the outreach plan for the geographic region, including presentations to members, partners, or other audiences. This will require occasional evening and weekend activity.
  • Reviews application materials, informs members of their rights and responsibilities in regards to receiving funding, and maintains member confidentiality.
  • Enters member and partner data into organizational database, as it relates to navigation and partnerships. In conjunction with the administration team, assures the accuracy and completeness of data collected for navigation services, including data pertaining to eligibility, selection, employer utilization and member outcomes across regions through quality checks and balances for regular agency reports and compliance.
  • In collaboration with Education Services Administrator and Database Administrator, collects and reviews data for monthly and annual program reports for assigned geographic region.
  • Participate in developing and maintaining procedures and processes connected with navigation and work collaboratively with the Lead Regional Education Navigator. Take an active approach to problem solving and process improvement for program performance and improves efficiency and outcomes.
  • Develops partnerships and works as a liaison, maintaining strong relationships with geographical area union leaders, employers, local community colleges and universities, and other program partners in an effort to support a highly collaborative model where the navigator partners directly with the key partners and is able to speak directly to the areas of training need and skill development for both the members, employers and local workforce development.
  • Coordinates with Training Fund staff assigned to other programmatic areas to deliver programs and services targeted for members’ assigned region.
  • Acts as an organizational representative in all situations, setting a strong example for other staff regarding professionalism, work expectations and organizational commitment.
  • Establish work priorities in a highly organized manner while maintaining flexibility in scheduling and adhering to compliance and administrative requirements.
  • Provide back-up coverage for team members, as needed.
  • Performs other tasks and responsibilities as assigned by Lead Regional Education Navigator.


  • Minimum of three (3) years of experience in adult education/training or workforce development.
  • Knowledge and experience supporting working adults enrolled in higher education, career counseling and/or case management practices
  • Knowledge of college placement, advising, registration and enrollment processes.
  • Knowledge and experience with healthcare training programs throughout the Washington State college system, including familiarity with necessary pre-requisite courses.
  • Experience managing an active case load and ensures compliance with proper documenting practices.
  • Proficiency with use of technology and data entry systems to regularly communicate, document and track member information.
  • Ability to connect with and motivate potential members to engage in education and training programs.
  • Exhibits keen attention to detail and possesses the ability to comprehend and retain specific policy information well.
  • Experience in a union or labor management environment or an understanding of unions and ability to work in a labor/management environment is a plus.
  • Ability to navigate well in labor/management settings and build and sustain partnerships with external stakeholders.
  • Experience working in an environment with multiple partners and stakeholders strongly preferred.
  • Strong interpersonal and communication skills, written and verbal.
  • Ability to independently exercise a high level of judgment.
  • Proven record of working collaboratively to meet performance goals.
  • Experience working with diverse populations and addressing their unique needs.
  • Flexibility regarding hours, some weekend and/or late hours will be required occasionally.
  • Excellent time management, organizational, and record keeping skills. Discipline in personal time management, self-motivation, accountability and responsibility.
  • Ability to follow privacy policies (like the Health Insurance portability and Accountability Act (HIPAA), the Family Educational Rights and Privacy Act (FERPA) etc.) and respect confidential information.
  • Professional appearance and demeanor.
  • Bilingual skills strongly desired.
  • Intermediate proficiency in Microsoft Office Suite and database systems.
  • Valid Washington State Driver License and access to a reliable insured vehicle.

Educational Requirements:
Bachelor’s degree and 3 plus years’ experience preferably in adult education, social services, healthcare or related field, or equivalent education/experience. Master’s Degree (or equivalent demonstrated experience) preferred.


  • Annual salary on a step scale: $58,000-$61,000 DOE.
  • Competitive compensation and benefit package; including pension, health and dental insurance.
