The position of Director of Organizing and Field Services is a management position within AFSCME Council 4, a union that represents 30,000 Connecticut workers in the public and private sector. The successful candidate will be responsible for creating, managing and driving the Organizing program and building an organizing team of staff and members that has the skills and ability to fulfill the mission inherent in the AFSCME Organizing Model. This position will provide management support to the Executive Director and other members of the management team in leading the direction of the Council and thus this position requires a high level of judgement, leadership and commitment to the goals of AFSCME Council 4.

The Director of Organizing and Field Services manages the internal, external, community and political organizing programs of AFSCME Council 4. This position directly supervises the Council’s Organizing, Political Action, Education, Communications departments and other staff as directed by the Executive Director or their designee.

Duties:

  • May act as a representative for the Executive Director.
  • Advise Executive Director in the administration of all internal CBAs, related agreements and policies.
  • Create and administer organizing plans and campaign budgets, including strategic planning, budget development and office administration; authorizes expenditures within the organizing, political and education budgets.
  • Coordinate resources with AFSCME International, other labor unions and community organizations.
  • Work independently with elected leaders in the legislature, local governments and other unions.
  • Manage the AFSCME Strong, PEOPLE and Next Wave programs.
  • Exercise strategic thinking in choosing organizing targets that grow the Union and enhance members’ bargaining strength.
  • Work with AFSCME International to coordinate national organizing goals.
  • Supervise, lead and evaluate assigned staff.
  • Develop and enforce work standards, best practices and policies that ensure quality and successful organizing campaigns.
  • Develop annual budgets for the Organizing, Political and Legislative, Public Affairs and Education Departments in conjunction with the Executive Director.
  • Write grant proposals.
  • Provide accurate and timely reports.
  • Requires the ability and willingness to work evening hours and weekends.
  • Frequent in state and occasional out of state travel will be required.

Qualifications and Experience Required:

  • Extensive union organizing campaign experience; proven ability to run successful organizing programs. Comprehensive knowledge of union organizing practice and principles.
  • Proven leadership and team building skills. Ability to exercise good organizational judgment and to model good organizational behavior to other staff.
  • Comfortable working in diverse environments.
  • Ability to develop and implement Union-wide programs to win buy-in from internal Union constituencies and to set and meet deadlines.
  • Good communication, writing and research skills.
  • Basic Computer Skills.
  • Valid Driver’s License.
  • Ten years’ experience in union organizing, campaign development, etc. at a seasoned level.
  • Any equivalent combination of education and experience which provides the knowledge, skills and abilities to perform the duties above.
  • Some of these qualifications may be waived.

Skills:

  • Extensive knowledge of training and principles of effective leadership and mentoring.
  • Extensive knowledge of union organizing practice and principles.
  • Extensive knowledge of labor laws, especially with respect to union organizing.
  • Extensive knowledge of anti-union employer tactics.
