ABOUT APC:
APC is the union which represents the Unit Four employees of the California State University system. Unit Four employees provide vital services to the students at the 23 CSU campuses such as admissions, academic advising, financial aid, housing, disability services, learning resource services, new student orientation, career services and more.

In its role as the exclusive collective bargaining representative for all Unit Four, Academic Support employees, APC negotiates a contract with the CSU administration, represents Unit Four employees in grievances against CSU management to ensure the enforcement of the Collective Bargaining Agreement, upholds members rights, and promotes protecting intellectual freedom, improving scholarship and educational development and opportunity for Unit Four employees.

JOB DESCRIPTION: Under the supervision of the APC Labor Relations Manager, the Labor Relations Representative is responsible for representing the organization in collective bargaining negotiations and providing labor relations support, grievance resolutions, arbitrations and unfair labor practice filings; representation of bargaining unit members’ contractual rights; and works in close association with APC officers and chapter leaders.

Duties include, but are not limited to:

  • Providing leadership to rank and file negotiators and committees
  • Training and assisting stewards and officers in representation work including grievances and disciplinary appeals up to and including arbitrations
  • Assisting stewards in providing bargaining unit members with contract interpretation and advice concerning their employment rights in the CSU
  • Assisting in filing grievances by working directly with grievants and stewards
  • Advising bargaining unit members on disciplinary matters
  • Attending Skelly hearings
  • Assuring that APC’s DFR responsibilities as certified bargaining agent are fulfilled within the areas of assigned responsibility
  • Conducting worksite visits
  • Participating in the recruitment and training of members
  • Providing other related services as assigned by the Labor Relations Manager
  • Preparing reports, studies as well as legal briefs and general correspondence with outside agencies regarding APC’s cases, claims and interests

As a representative of a union of higher education professionals, the Labor Relations Representative is expected to communicate well, both verbally and in writing. The incumbent is also expected to work long hours including evenings and occasional weekends; have an interest in undertaking work directly related to the professional livelihood and careers of university professionals; have the ability to counsel and work effectively in a caring fashion with Unit members under substantial personal and professional stress; be willing and able to work cooperatively with other staff, management, elected leadership, and members; possess strong analytical and organizational skills; and have the ability to work effectively with members and staff from diverse ethnic, social and economic groups.

The incumbent is expected to maintain a home office. Also, extensive and frequent travel throughout California and a possession of a valid California driver’s license is required.

REQUIRED QUALIFICATION AND EXPERIENCE: Knowledge of public sector unionism, California labor laws, administrative hearings, collective bargaining, dispute resolution, and employee relations. A bachelor’s degree is required and demonstrated three to five years of related labor relations experience.

PREFERRED QUALIFICATIONS: Juris Doctor or other professional degree preferred. Experience in higher education. California public labor law litigation experience in PERB law and practice.

SALARY: The current salary range is $68,500 – $98,000 based on qualifications and experience for full-time exempt employment. APC offers 14 paid holidays plus 24 days personal leave annually to start.
