Job Summary
The Nursing Practice Consultant (NPC) position is based in the Professional Services (PS) Department, one of the program areas within Oregon Nurses Association (ONA). The PS Department provides services, to ONA members, which enhance and support nursing practice, research, and education. The major emphasis of the NPC role is the provision of consultation for nursing practice. This may include providing education and evidence/research-based services to members of ONA, structural units such as cabinets, collective bargaining program representatives, and various external groups with which ONA has a membership function, liaison relationship, or active collaboration.

The NPC must be knowledgeable of the Nurse Practice Act and all laws/rules that relate to the practice of nursing.

Primary Responsibilities:

Leadership

  1. The NPC serves as a leader in maintaining professional nursing practice and promoting quality care.
  2. The NPC provides support and assistance to professional nursing care committees (PNCCs) and Hospital Nurse Staffing Committees (HNSC) within bargaining units. This includes establishing charters, assisting with recruiting committee members, assisting with setting meetings, developing agendas, facilitating meetings, and teaching members these skills. The NPC is responsible for assessing the viability of these committees and working with member leadership to strengthen and sustain the work that the PNCC and HNSC accomplish.
  3. The NPC provides leadership to members, and other ONA staff, by setting an example of professionalism, accountability, and collaboration.
  4. Acts as spokesperson and represents ONA to the public, policymakers, professional associations and government.

Communication and Collaboration

  1. The NPC will meet regularly with members. This is done in a variety of ways to include rounding at facilities, attending PNCC and HNSC meetings, attending ONA cabinet and board meetings, and interacting with members at ONA functions.
  2. The NPC conducts ongoing assessments of nurse members across Oregon, seeking to identify needs, practice issues, and potential groups with which to work. The NPC forms work groups to address identified needs and may design, offer, or facilitate continuing education to address these needs through classes, workshops and other methods.
  3. The NPC identifies practice issues and collaborates with other nursing groups for resolution. Other nursing groups include state-level specialty groups, Oregon State Board of Nursing (OSBN), and any other group whose interest is the practice of nursing, quality, and safety related to nursing practice and patient care.
  4. Works collaboratively with the Assistant Executive Director of Professional Services in determining the yearly work assignment.

Secondary Responsibilities:

  1. The NPC assists with maintaining ANCC accreditation for providing and approving Continuing Education.
  2. The NPC develops and presents educational programs for OCEAN (minimum one per year).
  3. The NPC supports the work of maintaining the SRDF process by collecting, coding, and reporting data, as needed.
  4. The NPC supports the work of the PS Department, and other departments within ONA, by providing research and written reports of relevant nursing practice issues.
  5. Participates in ONA priority activities including election campaigns.

Additional Functions

  • Perform other duties as assigned or needed.
  • Serves as a resource to other program area staff.
  • Attends ONA conventions and represents ONA at meetings of outside professional and regulatory groups. May be expected to develop content, present, and /or facilitate portions of ONA convention.
  • Attends all staff meetings.

Qualifications/Job Expectations

Required Knowledge/Skills/License:

  • Quality of Work: Must have the ability to be consistently accurate and to generally be efficient in the performance of the employee’s duties.
  • Skills: Must be proficient in computer use, have excellent keyboarding skills, and be able to use MS Office, Excel, Outlook, and PowerPoint. Ability to write concisely in English, create illustrative graphs and tables, and able to create short (contributions to ONA publications) and large reports that are organized and helpful to members and others.
  • Dependability: Must be able to prioritize work, set, and meet realistic deadlines. Must be able to meet member needs in a timely fashion. Must notify appropriate staff of problems or delays in completing work responsibilities. Maintain timely documentation of meetings and 1:1 contacts with ONA members or groups with whom consultation is being given. Must be able to follow through and work on projects with minimal supervision. Must keep supervisor apprised of availability and work schedule, and follow ONA policies for reporting illness, emergencies, timecard, and Beck record submission.
  • Accountability: Takes responsibility for one’s actions. Is accountable to the department, team members and organization for activities and attitude. Is transparent about work and time utilization.
  • Flexibility: Demonstrate flexibility in the face of multiple and/or conflicting demands for time and resources. Provide occasional evening and weekend work as needed.
  • Initiative: Must have the ability to act in the absence of instructions.
  • Teamwork: Perform as a team member within ONA and be willing to work with other departments to advance the organization’s mission and vision. Must demonstrate the ability to work harmoniously with others towards common goals and objectives as a member of the team, willing to share credit and accept criticism when appropriate. Must be able to temporarily assume duties of other NPC(s) to allow for vacations, sick leave, or other absences.
  • Decision Making/Judgment: Must exercise judgment in ways that support the mission and goals of ONA and make decisions in a timely manner based on both principles and practical considerations. Must clearly communicate decisions to those who need to be informed and demonstrate ability to change work priority in response to emerging needs.
  • Professionalism: Must demonstrate appropriate business appearance, speech, and presentation in compliance with the Association and program policies and procedures.
  • Training/Education: Must show a willingness to utilize education opportunities to improve job performance.
  • Problem Solving: Must recognize flaws or limitations in work processes and make suggestions for improvement. Participates in problem solving and program improvement processes. Demonstrates willingness for flexibility to conflicting demands for time or resources and realistically evaluates outcomes and accepts responsibility for work product and overall assignment. Exercise judgment consistent with ONA’s mission, strategic initiatives and program area.
  • Communication/Collaboration: Must convey information in a concise, accurate, and timely way, and be willing to adjust mode of communication so that it is appropriate for target audience. Must keep supervisor and team members informed of emerging issues and provide information relevant to ongoing projects of team members. Communicates frequently with the Assistant Executive Director of Professional Services on program, emerging and present issues, projects and initiatives.
  • Goals: Must be willing to evaluate previously agreed upon goals and establish personal achievements or program/department needs and work towards meeting them in the upcoming evaluation period.
  • Union membership: A condition of employment is that the NPC will be active in Teamsters/SEIU union.

Education
Years/Months of Experience in Related Field:

  • A current unencumbered RN license to practice in the state of Oregon;
  • A master’s or higher degree in nursing preferred.
  • Minimum three years practice experience is required
  • National certification is preferred; credentialing in state appropriate preparation is required, e.g., RN-BC, CNS, NP-C

Typical Physical Activity

  • Physical Activity: Primarily office activities.
  • Physical Requirements/Demands: Must be able to sit for prolonged periods of time in an office environment. Must be able to keyboard. Must be able to periodically walk up to 100 feet and lift up to 40 lbs.
  • Visual Requirements: Must be able to read a computer screen and written documents. Must be able to see well enough to drive safely during daylight and nighttime conditions.

Travel Requirements/Driver’s License
Regular statewide travel to member facilities is required. It is expected that the NPC will make a scheduled visit to each facility at least quarterly. The purpose of these visits is to interface with members, to promote membership and to assess for practice related issues that the NPC may be able to assist with. The position requires a valid Oregon driver’s license, auto insurance, and a reliable automobile.
