Political and Legislative Director

Based in Baltimore, MD

We are accepting applications for the role of Political and Legislative Director.  The Political and Legislative Director plays a key role in expanding political and legislative power for working people throughout our state. This person increases our ability to elect and hold accountable worker-friendly officials.

With over 1.6 million members, the American Federation of State, County and Municipal Employees (AFSCME) is the nation's largest public service labor union and a leader in the fight for social and economic change.  AFSCME members provide the services communities depend on. 

AFSCME Council 3 represents over 30,000 workers throughout the state including university staff at MD’s public universities, correctional officers, social workers, clerical support staff, nurses, and road maintenance workers.  We organize in the workplace and fight for dignity, respect and a fair standard of living for all public service workers in MD.


  • Works with Council leadership, along with political allies, to develop strategic political approaches related to issues, opportunities, or concerns of the Union.
  • Provides mobilization support for federal, state, and local elections, including candidate, legislative, issue, and PEOPLE fundraising campaigns.
  • Analyzes legislation, ballot measures, polling, research, and other documents related to public policy to advance organizational goals
  • Manages field programs including, but not limited to, voter registration, member mobilization, voter contact and get-out-the-vote activities in assigned campaigns.
  • Develops and maintains positive relationships to engage allies to increase capacity and impact.
  • Represent Council at appropriate bodies.
  • Conducts political training workshops in political motivation, campaign activities and member involvement to acquaint members with AFSCME’s position on political, legislative, and administrative issues and matters of importance.
  • Develops a cadre of member leaders who can be relied upon for political-specific activism and recruitment of other similar member-leaders.
  • Performs other duties as assigned.


  • Develops campaign plans with appropriate goals, plans, benchmarks, and budgets in consultation AFSCME 3 Elected leadership and staff.
  • Promotes and implements the PEOPLE program and represents the department at significant forums and functions.
  • Supports targeted and annual events (such as Labor Day)
  • Maintain candidate and issue files.


  • Monitors political environment and seek opportunities.
  • Assesses proposed legislation on federal, state, and local levels of government to determine viability and impact on Maryland Public Employees
  • Engage legislative allies to support union endorsed legislative actions, including bills, budget notes, and other opportunities.
  • Develop issue based materials and trainings for union members and allies to utilize during legislative session


  • 3-5 years of demonstrated success in related work.
  • Experience with Voter Action Network, Action Network and / or Nation Builder a plus
  • Familiarity with and passion for Union environment – can articulate how a union works.
  • Demonstrated ability to:
    • Ability to assess political situations and develop appropriate campaign strategies.
    • Establish and maintain effective work relationships with officials, members, colleagues, and allies.
    • Conduct research and gather information for legislation, strategy development, and other political activities.
    • Operate in diverse communities and in a multi-cultural work environment. Sensitivity to and appreciation of ethnic and cultural differences a must.
  • Excellent oral and written communication skills.
  • Proficient in Microsoft Office Suite programs.
  • Willingness and ability to work long and irregular hours and weekends, as work is generally performed in the field with members, officials, and outside constituents. Some travel required.
  • Car and valid driver’s license.

This role reports to the Deputy Director and work closely with the Council President.
