Job Title: Program Administrator
Reports To: Director of Education Services of SEIU Healthcare 1199NW Multi-Employer Training and Education Fund

Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, Taft-Hartley labor/management partnership between nine major healthcare employers and the largest healthcare union in Washington State. First bargained in 2008, the Training Fund was created to develop a statewide program for addressing the workforce needs of participating employers and to support the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.

Position Overview:
The Program Administrator will administer certain education services and provide administrative support for others. The Program Administrator will manage, administer, process and engage in continuous improvement for Professional Development; Continuing Education; Conference Travel and Attendance; and Tutoring and Academic Support program benefits. The Program Administrator will also manage the English Language Learner (ELL) and Basic Computers programs, so that the services provided under these benefits are administered effectively. The Program Administrator will provide direct customer service to the benefit members and work collaboratively with direct service providers to create and maintain the most efficient and effective programs.

Essential Functions:
Oversees programmatic aspects and administers the daily coordination and operation of the Professional Development, Continuing Education, and Conference Travel and Attendance, Tutoring, ELL and Basic Computers benefits and service. This includes:

  • Operation and management, budget tracking, processing incoming requests, member support, regular tracking and reporting on performance goals, access and utilization of benefits, expenses, maintaining internal procedures, policies and manuals, evaluating services and programs offered to plan participants to improve quality, content, and access based on performance metrics, etc.
  • Manages Tutor.com, tutor match, hiring and onboarding tutors, maintaining tutor contracts, surveys, check-ins, logs and invoices.
  • Collaborates with various stakeholders including: community based organizations, employers and union representatives to implement the program.
  • Provides administrative support and co-facilitation for academic workshops.
  • Oversees and administers member access to a variety of supplemental academic support materials. These include preparatory materials for standardized tests (like TEAS), math and science class “prep” and “tip” sheets, etc.
  • Maintains contracts for vendors/contractors connected with education services. Reviews invoices connected to all programs managed by Program Administrator role.
  • Participates in budget planning.
  • Enters and tracks projects in project management software system.
  • Assists in developing work plans and documentation of standard operating procedures and policies, for effective administration of education services.
  • Executes regular database reports for education services and provides checks and balances to maintain data integrity.
  • Maintains binder of all Member and staff requests for individual exceptions to the Executive Director and takes follow up steps as appropriate for each scenario.
  • Maintains Education Services Desk Guide.
  • Maintains operations manual and internal memos in collaboration with Leadership Team.
  • Works with Director of Outreach and Communications on educating members about education services benefits.
  • Represents the Training Fund at promotional events, career fairs, and school specific and union sponsored events as necessary (evening and weekend work may be required).
  • Attends Labor/Management and other meetings for the purpose of sharing information and continuing to build programs.
  • Prepares reports for the quarterly meetings of Board of Trustees and other meetings, as needed or requested by supervisor or Executive Director.
  • Assists the Director of Education Services with the implementation of emerging benefits and programs, as assigned.
  • Maintains all member contact and eligibility lists received from employer and union partners.
  • Professionally represents the Training Fund at all times.
  • Support and implement equity in all programs.
  • Any other duties as may be reasonably required by the Training Fund.

Qualifications and Capabilities:

  • 5 years’ of experience in administration, education/training or workforce development field, experience in not-for-profit organizations will also be considered.
  • Capacity to use critical thinking and anticipate challenges and propose solutions.
  • Technical skills must include advanced level of Microsoft Office (Outlook, Word, Excel, Power Point, and Access).
  • Ability to connect with and motivate health care workers to engage in education and training programs.
  • Some knowledge of the healthcare field and/or health care education, and an understanding of unions are preferred.
  • Works well with others and maintains respect for diversity and individuals.
  • Superb organizational, interpersonal, teamwork, leadership, and communication skills.
  • Demonstrated strong organizational skills.
  • Demonstrated ability to work independently.
  • Ability to work with a diverse range of people.
  • Working knowledge of adult education theory and best practices.
  • Ability to meet concurrent deadlines.
  • Meticulous attention to details.
  • Experience working with Labor/Management partnerships strongly preferred.
  • Proven accomplishment in budget development and administration.
  • Flexibility regarding hours, some weekend and evening work may be required.
  • Valid Washington State Driver License and access to a reliable insured vehicle.

Educational Requirements:
Bachelor Degree (minimum) preferably in adult education, social services, healthcare or related field

Competitive compensation and benefit package. Annual salary $55,895.61-58,382.07 DOE.
