Human Resources Manager

CFA is a union of 28,000 faculty members, librarians, counselors and coaches of the California State University (CSU) system. As the exclusive collective bargaining representative, CFA negotiates a contract with the CSU administration that promotes academic freedom, upholds faculty rights, delivers financial protection for the faculty, and promotes faculty participation in the governance of the CSU.

Location: Sacramento, CA

The Human Resources (HR) Manager serves as part of a statewide team that designs, plans and implements CFA programs. Working under the direction of the Director of Operations, the Human Resources Manager oversees HR functions of the union in accordance with CFA bylaws, policies established by an elected Board of Directors, and the staff collective bargaining agreement. CFA’s staff includes approximately 100 employees based throughout California in the CFA Sacramento Headquarters and on the 23 CSU campuses. This management position reports directly to the Director of Operations and supervises professional and administrative staff to carry out essential duties.

Essential Duties:

  • Perform/oversee Human Resources, including employee recruitment, hiring, evaluation, training, discipline, safety, employment separation, and benefits administration.
  • Embrace/implement CFA’s Anti-Racism/Social Justice Transformation efforts, including intentionally working to infuse racial and social justice values into the everyday work of CFA;
  • Maintain personnel records, records of insurance coverage, retirement plans, and personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and other related personnel and payroll issues with security and confidentiality
  • Ensure timely and consistent onboarding of employees.
  • Manage the full recruiting life cycle across a variety of open roles assisting work teams to find, hire and retain quality talent.
  • Serve as subject matter expert for leaves of absences, FMLA and reasonable accommodation issues.
  • Ensure compliance with CFA policies and procedures with a thorough understanding of HR policies and procedures.
  • Respond to and processes grievances of unionized CFA employees.
  • Negotiate with staff union over policies and collective bargaining agreement.
  • Investigate and process complaints by non-unionized employees.
  • Monitor and respond to disability insurance, paid family leave and unemployment insurance claims, assists with appeals and may attend hearings as the Human Resources representative.
  • Provide guidance on compensation, bonuses and other recognition programs.
  • Monitor and coordinate workers’ compensation claims in coordination with insurance carrier;
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Ensure payroll processing (handled by outside vendor).
  • Perform other duties as assigned.

The ideal candidate will have the following:

  • Skills and progressive experience in Human Resources administration, including the evaluation of staff, benefits administration, and staff development/training.
  • Demonstrated experience in collective bargaining and working with unions.
  • Skills, experience, and acumen in building and managing, motivating, and leading staff teams.
  • Skills and experience in strategic thinking, organizational development, campaign development, and long term planning.
  • Ability to work cooperatively and strategically with union officers, member leaders, and senior staff to develop and implement CFA programs.

Requirements:

  • The ability to perform essential duties.
  • Staff management experience in a union, political organization, nonprofit or grassroots organization, or a higher education association or institution.
  • Demonstrated skill, experience and acumen in developing and managing staff teams, particularly in developing and leading staff.
  • Demonstrated ability to infuse racial and social justice work into the everyday work of CFA;
  • Experience bargaining or administering collective bargaining agreements.
  • Ability to interpret laws, rules and policies.
  • Demonstrated skill and experience creating and implementing strategic plans.
  • Familiarity working with and/or the ability to work with union officers and union member-based committees.
  • Excellent writing, oral communication and public speaking skills.
  • 5 years of human resources and labor relations experience.

Other Requirements:

  • The Human Resources Manager is required to devote full time to the position and works a non-standard workweek including evenings and weekends when required.
  • Periodic travel within the state and some limited travel outside the state.
  • Valid driver’s license, an automobile for business use, and proof of minimum insurance coverage.
  • Excellent written and oral communication skills.
  • Ability to lift 25 pounds/11.34 kilograms; subject to reasonable accommodation. 

Salary/Benefits: Depending on experience and skills, salary range is $160,000 – $167,000. CFA offers a fully paid benefit package including medical, dental, vision, SEIU defined benefit pension plan, 401(k) with employer match and generous paid leave.
