Deputy General Counsel

SEIU 721 is a dynamic and fast growing labor organization recognized as one of the largest and strongest unions of publicly funded employees in the nation. We represent over 85,000 members and have over 200 staff employees covering 6 counties in Southern California, including Ventura, Los Angeles, Orange, and Riverside counties and numerous cities in these regions. Our members provide public services in diverse fields, including health care, social services, special districts, private non-profits, libraries, courts, parks and recreation, public works and mental health. They care for the sick, protect the quality of the drinking water, keep records in the courts, administer benefits for disadvantaged people, maintain the libraries, help run the jails, protect our communities' most vulnerable members, maintain the streets, work with parolees, groom and maintain the beaches, and provide many other services to keep counties and cities running.

The Deputy General Counsel is a management position in the Legal Department and reports to the General Counsel.


  • Serve as second-in-command to the General Counsel and assist in representing the Union in all legal matters, including protecting against legal risks and liabilities and ensuring legal compliance by the Union.
  • Provide counsel and advice and legal support to leadership and staff on all aspects of Union business and operations, especially in the areas of representation, collective bargaining, organizing and union activity.
  • Represent bargaining unit employees and/or the Union in litigation, arbitration, mediation, settlement discussions, unfair labor practice charges, disciplinary and civil service hearings, and other administrative proceedings.
  • Manage and prioritize a significant caseload (over 200+) toward resolution or adjudication using case assessment and electronic case management tools.
  • Enforce the MOUs of the Union’s represented bargaining units
  • Give legal recommendations on a variety of labor union matters and issues.
  • Assist the GC in managing multiple outside counsel
  • Lead and oversee litigation as directed by the GC
  • Participate in local-wide and departmental strategic planning/policy-making.
  • Conduct extensive legal research and writing, and oral advocacy.
  • Prepare and give trainings to members and staff on labor and employment laws and representational skills and techniques.
  • Supervise staff and oversee department operations as directed or in the absence of the GC.
  • Serve as advisor or legal observer for actions, demonstrations or acts of civil disobedience.
  • Other duties as assigned, including political phone banking and precinct-walking.

JD from an accredited law school and active bar membership in the State of California, preferably with 7+ years of extensive experience in labor law and/or in labor union administration.


  • Willingness to work long and irregular hours and participate in union-wide activities.
  • Willingness to travel and work in different locations for determined periods of time.
  • Be able to work independently or within a team in a frenetic and fast-paced environment.
  • Demonstrated commitment to social justice and the labor movement, specifically building power for workers.
  • Valid driver's license, working automobile and valid auto insurance with minimum level of coverage as required.


  • Salary is commensurate based on experience.
