Job Title: Lead Regional Education Navigator (Exempt)

Reports To: Director of Education Services of SEIU Healthcare 1199NW Multi-Employer Training and Education Fund

Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership between major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.

Position Overview:
The Training Fund is seeking a Lead Regional Education Navigator to lead a team of regional education navigators and oversee all aspects of navigation services for eligible members and support the navigators as liaison for employers and union in their assigned region. The lead regional navigator will also carry member case load. This position is an expert on healthcare education programming and works collaboratively with other staff to meet the needs of eligible Training Fund members. They support all navigators in implementation of benefit administration processes and continuous quality improvement of processes for improved customer services for Fund members. The successful candidate will have strong leadership and supervision skills. In addition, we seek a candidate with a proven track record of effectively supporting working adults seeking career and educational advancement and who understands the needs of incumbent workers pursing higher education (prefer understanding of the needs of incumbent healthcare workers). Experience supporting people from diverse cultural, linguistic, racial and socio-economic backgrounds is a priority. As the Training Fund is a labor/management partnership, experience working in partnership with employers and a union and/or supporting a union workforce is strongly desired.

The Lead will have responsibility for managing the regional education navigation team, programmatic services provided by navigators, and the navigator’s role in the communications, outreach and liaison strategy to ensure the Training Fund continues to meet the education and career development needs of its members.

This position, along with others in the Training Fund, is responsible for the safe, professional, and equal opportunity operation of all Training Fund activities.

The candidate must be willing to travel and work evenings and weekends as required.

Essential Job Functions:

  • Directly supervise Regional Education Navigators serving various regions. This includes, hiring, training, coaching and evaluating all education navigation staff. Currently, we have 9 Regional Navigators who serve various regions with navigation services and are a resource for their region.
  • Assist and advise the Director of Education Services in all education navigation program planning and service delivery improvement efforts.
  • Facilitate partnerships and work collaboratively with the union, participating employers, colleges and other key external stakeholders to further Training Fund navigation services impact and presence in the regions.
  • Work in close collaboration with various programmatic leads on specific programmatic efforts (including grants and special project related efforts) and its intersection with navigation services. Navigation is core to all benefits and services provided at the Training Fund and the Lead Regional Education Navigator will facilitate cross collaboration including supporting outreach, recruitment and labor/management relationship efforts coordinated by the navigator to ensure delivery of holistic navigation services.
  • Serve as the point of contact for escalated member issues and provide appropriate resolution. Maintains a case load for a region as assigned.
  • Be able to serve as a liaison between education navigators and administrative team in close partnership with the Lead Benefit Administrator.
  • Assure the accuracy and completeness of data collected for navigation services, including data pertaining to eligibility, selection, employer utilization and member outcomes across regions through quality checks and balances for regular agency reports and compliance.
  • Maintain respectful relationships across the team and communicate openly with team members at all times. Connect with staff on a personal face-to-face and regular basis to understand their needs and wants.
  • Take an active approach to problem solving and process improvement.
  • In collaboration with the Training Fund’s Leadership team, develop, implement and maintain sound organizational practices including review and quality assurance procedures.
  • Be a resource and facilitator for education navigation professional development opportunities and best practices.
  • Develop and maintain procedures and processes connected with Navigation and work collaboratively with the team to remind, revise and update as appropriate.
  • Act as a signing authority for the organization on documents such as vouchers, reimbursements, invoices and other items as appropriate.
  • Assist with the preparation of materials for the organization’s Board of Trustees meetings, staff retreats and other circumstances as requested.
  • Act as an organizational leader and representative in all situations, setting a strong example for other staff regarding work expectations and organizational commitment.
  • Other duties as assigned.

Qualifications:

  • Minimum of five (5) years of experience in adult education/training or workforce development.
  • Experience leading service delivery teams and have skills to be a leader, planner, facilitator, problem solver, coach and motivator.
  • Experience in a union or labor management environment or an understanding of unions and ability to work in a labor/management environment is a plus. Experience working in an environment with multiple partners and stakeholders strongly preferred.
  • Strong leadership and supervision skills including experience with change management.
  • Strong interpersonal and communication skills, written and verbal.
  • Knowledge and experience supporting working adults enrolled in higher education, career counseling and/or case management practices
  • Knowledge of college placement, advising, registration and enrollment processes.
  • Knowledge and experience with healthcare training programs throughout the Washington State college system, including familiarity with necessary pre-requisite courses.
  • Knowledge and experience with budget development and budget management.
  • Ability to independently exercise a high level of judgment.
  • Ability to navigate well in labor/management settings and build and sustain partnerships with external stakeholders.
  • Proven record of working collaboratively to meet performance goals.
  • Experience working with diverse populations and addressing their unique needs.
  • Flexibility regarding hours, some weekend and/or late hours of work may be required.
  • Excellent time management, organizational, and record keeping skills. Discipline in personal time management, self-motivation, accountability and responsibility. Can be depended on to get things done.
  • Ability to follow privacy policies (like the Health Insurance portability and Accountability Act (HIPAA), The Family Educational Rights and Privacy Act (FERPA) etc.) and respect confidential information.
  • Professional appearance and demeanor.
  • Bilingual skills strongly desired.
  • Intermediate proficiency in Microsoft Office Suite and database systems.
  • Valid Washington State Driver License and access to a reliable insured vehicle.

Educational Requirements:
Bachelor’s Degree and 5 plus years’ experience preferably in adult education, social services, healthcare or related field; or equivalent education/experience.

Compensation:
Competitive compensation and generous benefit package, including medical, dental and pension. Salary Range $69,000-$71,000 DOE. Full time exempt position.
