CHIEF FINANCIAL OFFICER

SEIU JOB DESCRIPTION

Job Title:     Chief Financial Officer                                    

Grade: Mgmt. 6

Purpose:

This position, as a member of the Senior Operations Team, is responsible for the formulation and execution of the Union’s financial management, budget, strategic planning, and financial information integrity, including the Union’s financial management policies, procedures and systems.   Oversees the accounting and asset management functions, including cash, credit and debt management, annual budget preparation, analysis of budget and financial trends, financial reporting and the development and implementation of strategies.

PRIMARY RESPONSIBILITIES:

  • Ensures that all accounting and financial reporting is in compliance with approved practices and principles and required government regulations.  
  • Ensures that monthly, quarterly and annual management reporting is completed.
  • Prepares and presents income/expense analysis.
  •  Establishes and maintains adequate internal financial controls.
  • Ensures integrity, internal controls and usability of financial systems; coordinates with systems staff.
  • Leads and provides oversight of budgeting, forecasting, and planning efforts and analysis against the Union’s performance goals.
  • Ensures that accounts receivable and payable are current; corrects past due accounts and collections issues.
  • Ensures that all reconciliation and account analysis are reviewed and approved monthly.
  • Manages annual budget, DOL and other required audits, including controlling expense, proper planning preparation and follow through to correct issues identified.
  • Performs other duties as required to support the Union and its mission.

Direction and Decision Making:

This position reports to the Deputy Chief of Staff for Finance and works independently with a wide range of latitude.

Education and Experience:

Graduation from an accredited four-year college or university with a bachelors degree in business, accounting or a related field, masters degree desirable, CPA required and at least ten (10) years of relevant experience including the oversight of an organization’s financial and accounting functions or a combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Thorough knowledge of modern automated business and accounting principles and practices.
  • Thorough knowledge of labor union and DOL reporting requirements.
  • Thorough knowledge of accounting and finance functions including strategic planning.
  • Ability to manage staff, monitor multiple projects and meet established deadlines.
  • Ability to communicate effectively, both orally and in writing; ability to make formal presentations.
  • Ability to be flexible, organize projects and coordinate with staff at all levels.
  • Ability to analyze financial data and provide on-going analysis of budget and financial trends.
  • Ability to manage complex issues including finance, budgeting, and forecasting
  • Skill in the use of Microsoft Navision or other financial data base systems.
  • Skill in the use of personal computer including Microsoft Office Suite and other associated spreadsheet software.  

Physical Requirements:

Work is generally performed in an office setting, but may be required to work in other settings conducive to performing the tasks required to complete assignments. May be required to work long and extended unusual hours.
