NOTICE OF POSITION VACANCY Strategic Analyst I/II/III Location: Oakland, CA This position will be filled at the grade commensurate with the knowledge and experience of the selected applicant. This position in the Organizing and Field Services Department is responsible for conducting research and developing strategies in selected organizing and contract campaigns. The incumbent is responsible for providing input into the formulation of strategies and the design of analyses in response to requests as well with the research on specific issues of concern. Assignments given may require creative, unconventional approaches and the formulation of multiple strategies. The position requires skill in data gathering data from on-line sources, public records, published reports and studies, workers, field observations and other sources. The incumbent works closely with other Strategic Analysts and O&FS Campaign Directors. Also assists in the development of strategies for advancing organizing initiatives in specific industries, companies, and/or geographical locations. Work will include travel and extended work hours, and may include temporary assignments in the field. Level of complexity of the following duties will be based on the candidate’s credentials and experience. Duties: Plans, develops, and may direct overall research strategy and approach for specific major organizing and contract campaigns in coordination with International staff and affiliates; conduct appropriate studies; make evaluative decisions and recommend courses of action. Investigate and analyze financial condition, labor relations history, regulatory environment, sources of leverage and other aspects of potential organizing targets. Train and provide expert guidance to others in field investigation and organizing research activities. Write in-depth reports based on results of research. Develop written documentation and materials based on research results. Provide technical assistance to affiliates and AFSCME staff; present at public forums and meetings involving other labor organizations, coalition groups and public/private companies. Assist in member mobilization, coalition building and public relations efforts associated with organizing and first contract negotiations. Develop initiatives to advance the interests of AFSCME staff and member benefit plan participants. Requirements: Graduation from an accredited four year college or university with relevant course work in labor relations, economics, political science, social sciences, business, public administration, or liberal arts with up to two years experience in labor, political or community organizing, or; equivalent combination of education and experience. Exposure to/experience with labor relations issues in public and private sectors with experience in labor, political or community organizing, including strategic research, desirable. Familiarity with private sector organizing and the collective bargaining processes and issues. Ability to perform basic economic and financial analyses, conduct research, problem-solve, and summarize analyses. Must have the ability to conduct sound research, reach logical conclusions, write succinctly and present findings effectively. Ability to assess and appropriately respond to information requests, ability to use personal computers, including graphics software and setting up and maintaining databases and spreadsheets. Ability to work independently, establish and maintain effective working relationships, communicate, both orally and in writing, and; communicate in a foreign language desirable.
