Position: Regional UniServ Staff – Regional Resource Center, Region 1

Salary Range: $78,419 - $134,728 Per Year*

Unit Description and/or Conditions Unique to Assignment

The Oakland Regional Resource Center includes two CTA UniServ staff and one associate staff.  The UniServ staff work with the Oakland Education Association (OEA).  The 2700 member OEA has a full-time release president, 108 school sites, 36 CDC sites, and represents adult education teachers.  OEA has a separate office a short distance from the RRC.  This is a dynamic assignment with all the challenges and opportunities found in an urban center.  Applicants for this position will need strong interpersonal and communication skills, experience in contract negotiations, handling grievances and complaints, and basic organizing. 

In June 2003 the Oakland Unified School District was placed under the control of a state-appointed administrator and the local school board operated in an advisory capacity.  At this time the school board has authority over human resources and community relations. The state administrator retains authority over all other aspects of the district.

The contract between OEA and the district expired on June 30, 2008.  Negotiations continue and a settlement is not imminent. Oakland is located east of San Francisco Bay and is the county seat of Alameda County.  There are many nearby colleges and universities including the University of California Berkeley and several California State University campuses.  Oakland’s population is approximately 400,000.  Party registration is overwhelmingly Democratic and the area is very active politically.

Duties and Responsibilities:

  • Primary responsibility is to serve as organizer and consultant to CTA chapters in the development of chapter organization, chapter service programs, contract negotiations and contract maintenance.

  • Provide staff assistance and service as consultant to chapter leadership and to members in negotiations, grievances, organizational development and chapter communications.

  • Serve as consultant and staff resource to Unit's Board of Directors on current problems facing the education profession in California.

  • Represent the chapter in communicating Association policies and programs to lay and professional groups.

  • Performs such other related duties as may be assigned by the Executive Director or her designee.

Qualifications:

  • A BS/BA or higher degree.

  • Experience with and broad understanding of labor organizations and/or education-related associations/programs and services at local, state and national levels.

  • Demonstrated leadership ability in working with professional groups and/or labor organizations.

  • Demonstrated organizing, negotiating and coordinating skills necessary to successfully complete complex group projects and activities.

  • Ability to use Microsoft Office products (Word, PowerPoint, etc.) and learn programs necessary to support chapter bargaining, organizing, and communications.

  • Demonstrated ability in written and oral communications.

  • Experience and commitment to team approaches, to service delivery, and willingness to share responsibility for chapter services with colleagues.

  • Broad understanding of the critical issues and problems facing the public schools and public school employees in California.

  • Ability to obtain a valid California drivers license.

*This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement.  Step placement is also determined by the CTA/CSO Agreement.
