CHIEF OF STAFF

SEIU Local 1000 is a cutting edge labor union that represents 95,000 California state employees in nine different bargaining units.    All nine bargaining units are covered by agency shop with overall union membership of 66% percent.

The President of SEIU Local 1000 is Yvonne Walker.   She operates as a strong executive responsible for overall strategy and direction in member-led Union of 95,000 California state employees.   The President is the ambassador to external constituencies   She represents the Union’s image and acts as principle liaison to the Union’s leaders and members.  

The Chief of Staff reports to the President of SEIU Local 1000 and  

  • Manages the operations and performance of the Union.  
  • Sets and reviews performance targets in order to ensure strategic objectives are met.  
  • Manages 185 staff in six locations responsible for collective bargaining, communications, field organizing, finance, governmental affairs, human resources, IT, legal, representation and research.
  • Administers an annual operating budget of $65 million.

The President and Chief of Staff share responsibility for developing and leading staff, ensuring that vision and strategy are reflected in policies, processes and procedures, and may both act as internal spokespersons to members and staff.  

The Union President (or her designee), Vice-President for Bargaining and our Chief of Staff have led negotiations and set strategy during collective bargaining.  

To qualify for this position, you should have extensive or significant experience

  • Managing staff responsible for collective bargaining, legislative and governmental affairs, political action, public policy or organizing and field mobilization
  • Managing projects, programs, staff and budgets
  • Negotiating and administering a collective bargaining agreement with a staff union
  • Acting and leading in crisis situations, developing strategic and operational plans, and directing deployment of staff, including field mobilization
  • Excellent written and verbal communications skills
  • Superior leadership, political, analytical and interpersonal skills
  • Bachelor’s degree required.   Advanced degree preferred.

Local 1000’s leadership includes four statewide Officers, nine Bargaining Unit Chairs and fifty District Labor Council presidents.  

Our departments include Field Operations with about 60 organizers throughout California, a Union Resource Center to provide services related to representation, Contracts, Legal, Communications, Research, Legislative Affairs and Political Organizing.
