Job Title: Education Services and Navigation Director
Reports To: Executive Director of SEIU Healthcare 1199NW Multi-Employer Training and Education Fund

Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership between eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.

Position Overview:
The Training Fund is seeking an Education Services and Navigation Director to lead a team of Education Navigators and oversee pre-program tuition assistance programming, Educational Support Services and English language learning (ELL)/basic skills programming. This position is an organizational expert on healthcare education programming and ELL/basic skills and works collaboratively with other staff to meet the needs of eligible Training Fund members. The successful candidate will have strong leadership and supervision skills. We are looking for a candidate with a proven track record of effectively supporting working adults seeking career and educational advancement, who has demonstrated experience providing direct service, and who understands the needs of incumbent healthcare workers pursing higher education. Experience supporting people from diverse cultural, linguistic, racial and socio-economic backgrounds is a priority. As the Training Fund is a labor/management partnership, experience working in a unionized environment and/or supporting a union workforce is strongly desired.

The Director will have responsibility for education navigation, overall academic support and tutoring program management, ELL/basic skills and the development of new services to ensure the Training Fund continues to meet the academic needs of its members.

Essential Job Functions:

  • Directly supervise six full time staff
  • Assist and advise the Executive Director in all education navigation program planning and service delivery improvement efforts, including work that spans Educational Support Services, ELL/basic skills and administrative teams
  • Design, develop, implement and update supplemental academic support materials and workshops such as standardized tests (like TEAS), materials to prepare for the college placement exams, and math and science class “prep” and “tip” sheets
  • Work collaboratively with representatives of colleges, the union and participating employers
  • In collaboration with the Training Fund’s leadership team, develop, implement and maintain sound organizational practices including review and quality assurance procedures, as needed
  • Responsible for hiring of navigation and education support services staff as needed
  • Oversee coordination of class logistics and recruitment efforts to offer ELL and other basic skill classes, including on site at employer locations
  • Participate on the organization’s leadership team and lead the navigator team meetings
  • Serve as a resource for staff professional development opportunities and best practices
  • Act as a signing authority for the organization on documents such as vouchers, reimbursements, invoices and other items as appropriate
  • Assist Executive Director with the preparation of materials for the organization’s Board of Trustees meetings, staff retreats and other circumstances as requested
  • Act as an organizational leader and representative in all situations, setting a strong example for other staff regarding work expectations and organizational commitment

Required Skills and Experience:

  • Minimum of five (5) years of experience in adult education/training or workforce development
  • Demonstrated leadership and staff supervision experience
  • Strong interpersonal and communication skills, written and verbal
  • Strong understanding of the importance of compliance, rules and regulations
  • Knowledge and experience supporting working adults enrolled in higher education
  • Understanding of adult basic education, including ELL assessment and instruction practices
  • Knowledge and experience with career counseling and/or case management practices, including a minimum of three (3) years of direct service experience
  • Strong knowledge of college placement, advising, registration and enrollment processes
  • Knowledge and experience with healthcare training programs throughout the Washington State college system, including familiarity with necessary pre-requisite courses
  • Budget development and management experience
  • Ability to independently exercise a high level of judgment
  • Proven record of working collaboratively to meet performance goals
  • Experience working with diverse populations and addressing their unique needs
  • Flexibility regarding hours, some weekend and/or late hours of work may be required
  • Excellent time management, organizational, and record keeping skills
  • Intermediate proficiency in Microsoft Office Suite, databases and student information systems
  • Valid Washington State Driver License and access to a reliable insured vehicle

Desired Skills and Experience:

  • Experience or understanding of unions and ability to work in a labor/management environment.
  • Multilingual skills desired
  • Experience working in an environment with multiple partners and stakeholders strongly preferred
  • Knowledge of FERPA rules and regulations and HR best practices

Educational Requirements: Master’s Degree (min), preferably in adult education, social services, healthcare or related field
