Human Resources Manager

Position Overview:

CASA’s Human Resources Manager role is fundamental in helping the organization succeed at its mission and requires an individual with strategic advocacy mindset to promote our values within and outside of the organization. The Human Resources Manager oversees the daily operations of the Human Resource Department, including guiding and managing the overall provision of Human Resources (HR) services, policies, and programs for CASA.

This position reports directly to the Chief Operating Officer. The selected candidate must be trustworthy, discreet, and honest. This individual will bring a positive attitude and strong willingness to listen to others and support problem solving. The HR Manager will be an excellent verbal and written communicator. This individual will be highly organized and have high standards of excellence for record keeping and maintaining timelines. Most importantly, this individual will be highly ethical and will ensure that HR policies and procedures are applied fairly across the organization. This person will serve as a sounding board to the Executive Director and COO and help them understand employee challenges and concerns while constantly using that information to help improve organizational culture and increase employee satisfaction.

Job Functions:
The role of Human Resources Manager is key to the organization’s success, and while responsibilities will vary, the person in this role will often:

  • Serve as a link between management and employees by handling questions, interpreting and helping resolve work-related problems.
  • Coordinate the work of the HR Department, which consists of a full time assistant, plus occasional interns and volunteers.
  • Develop, communicate, and implement programs and policies to meet specific human resources needs.
  • Perform challenging staffing duties, including dealing with staffing inadequacies, resolving disputes, terminating employees, and administering disciplinary procedures for both union and non-union staff.
  • Provide guidance, counsel, and problem-solving support to Managers, team leaders, and individuals for human resource/employee relations issues.
  • Administer performance appraisal program and partners with the Director of Data and Evaluation to ensure an efficient tool, smooth process, and data accuracy.
  • Manage and maintain benefit programs, working with 3rd party administrators and brokers to include 403(b)/retirement plans; health, dental, disability and life insurances and other business-related association insurances, including understanding of and ability to implement ACA, COBRA, ADA, FMLA, HIPAA, and other federal and state mandated requirements.
  • Provide staff with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
  • Work with Managers to provide advice, ensure consistency of policy implementation and documentation, and monitor practices to ensure compliance with the law.
  • Recommend, prepare, update, and implement human resource policies and procedures.
  • Manage recruitment and hiring of staff, both exempt and non-exempt, including orientation program for new employees, and recommending process changes accordingly.
  • Responsible for employee relations to include implementation of EEO policies -- working with managers, directors, vice-presidents and legal counsel, to investigate and resolve employee matters, including but not limited to harassment, discrimination, and other employment issues – with representation at hearings, mediations and/or other legal venues as appropriate and necessary.
  • Assure fair hiring practices, EEO compliance and training, as well as sexual harassment training for all employees.
  • Represent CASA in court hearings; includes gathering evidence related to court cases.
  • Assist in handling union relations including, but not limited to, education of staff and management regarding collective bargaining agreement (CBA), handling of discipline cases, preparation for and participation in negotiations, etc.
  • Work side by side with the Sites Manager to support in annually safety inspections and trainings to assure compliance with safety regulations.
  • Work closely with the Finance Department to implement new projects, policies to be in compliance with state & federal regulations; including supporting payroll process as needed.
  • Coordinate training programs for management and regular staff; includes on-site seminars and webinars.
  • Participate in internal and external audits related to retirement plans, workers’ compensation and grants; including health insurance and federal & state reporting.
  • Other duties as assigned by manager.

Skills Requirements:

  • Broad knowledge and experience in employment laws and practices, compensation, EEO, ACA, recruiting, onboarding, employee relations, training, and benefits administration.
  • Demonstrates excellent organizational skills with a high energy level and the ability to multitask.
  • Above average verbal and written communication skills with all levels of the company and customers.
  • Demonstrated ability to serve as a successful participant on the executive management team that provides company leadership and direction.
  • Bilingual – English-Spanish is preferred but will consider candidates with conversational Spanish who are willing to improve their language skills.

Education Requirements:

  • Bachelor’s degree in Human Resources Management or related field; or equivalent. Master’s degree and/or other HR certification(s) desirable (e.g., SHRM, etc.).

Experience:

  • Minimum of 5 years’ human resources experience and 3 years’ HR manager experience.
  • Strong written and verbal communication skills in order to communicate with internal and external contacts when performing job duties.
  • Knowledge of principles and procedures for personnel selection, hiring, training, compensation and benefits.
  • Prior experience in union relations and negotiation preferred but willing to train.
  • Application of specific knowledge in areas of compensation and benefits programs, and labor laws in order to perform job duties independently and make decisions under minimal supervision.
  • Experience in the administration of benefits and compensation programs, employee relations, safety, and training and development.
  • Excellent computer skills in a Microsoft Office environment. Must include Excel and skills in database management and recordkeeping.
  • Experience with ADP or other applicant tracking system (ATS) and Human Resources Information System (HRIS) programs.
