The Human Resources Manager at Oregon AFSCME manages, oversees and implements all human resources-related systems, processes, and policies for the organization. Specific responsibilities include: hiring, onboarding, performance management, and offboarding of staff; benefits administration; investigations, discipline, grievances, FMLA/OFLA, and annual COLAs calculations and processing; maintaining employee handbook, benefits manual, and policies and procedures; co-leading with Executive Director the staff collective bargaining process; actively engaging as a leader of the organization; intersection with the board of directors as needed.

Qualified candidates should possess the following skills:

  • Experience in Human Resources, Project Management, and Labor Relations at a management level
  • Highly organized, detail oriented, and able to handle multiple projects at once
  • Ability to work independently, without supervision, and to take initiative
  • Excellent outreach, communication and conflict management skills
  • Experience facilitating worker trainings and meetings
  • Experience with labor movement, worker organizing, and/or coalitions
  • Internal union experience: contract enforcement, bargaining, and experience with grievance procedures
  • Ability to communicate effectively with diverse populations
  • Experience developing and delivering training curricula
  • Ability to identify and address personal biases and approach with work through a trauma-informed lens
  • Can demonstrate working knowledge, through personal and/or work-related experience, in advancing racial justice, understanding how systems of oppression intersect, and applying an equity analysis in policy and programming processes, and working knowledge, through personal and/or work-related experience, in the needs of and barriers faced by people of color
  • Occasional nights and weekends may be required
  • Must have a valid driver’s license and automobile for work use

$98,058-$118,056 DOE, $500 per month car allowance, $150 per month phone stipend, healthcare, employer 401k contributions, long term disability, and life insurance.
